PRINCIPAUX DOMAINES DE RESPONSABILITE : 1. Faire le suivi de la gestion des baux, des bureaux et des résidences ainsi que des mobiliers qu’ils renferment et veiller à leur couverture en police d’assurance.  2. S’assurer de la gestion efficace des dossiers physiques du personnel et de leur mise à jour dans le système de gestion des RH de SCI en supervisant le travail de l’Assistant RH and Admin 3. Réaliser toutes les formalités administratives de recrutement et de fin de contrat de travail du personnel basé dans sa zone auprès des services de l’Etat (Office national de l’emploi, CNSS et l’Inspection du Travail) et Maintenir en complicité avec son superviseur, les relations de travail avec les représentations provinciales des ministères, des départements et services gouvernementaux (ONEM, Inspection du travail, INSS, SONAS, Banque …) 4. En interaction avec les chargés de voyage de Kinshasa et de Goma, organiser le mouvement de vol aérien du personnel SCI et autres visiteurs 5. Veiller à l’établissement des documents administratifs nécessaires aux mouvements du personnel (mission, déploiement, …)  6. Se rassurer que les employés en mission sont bien appuyés en organisant leurs voyages (Ordres de mission ou Feuille de route) et leurs logements dans les Hôtels Partenaires et préparer mensuellement des factures internes à soumettre à son superviseur et au département de Finances.  7. Préparer et soumettre les contrats de baux à la validation du Senior HR and Admin en mettant en place un tracker de suivi de tous les contrats dans sa zone 8. Suivre le paiement dans les délais des factures de tous les partenaires externes et faire le monitoring des différentes dépenses pour les analyses et orientations à remonter à sa hiérarchie (Hôtel, Hôpitaux, Regideso, etc) en contrôlant la conformité de leurs pièces  9. Préparer les différents frais d’installation des nouveaux employés et suivre leurs séjours dans les différents Hôtels conformément aux procédures SCI  10. Faire le suivi de l’induction des nouveaux employés par les différents acteurs impliqués dans celle-ci 11. Préparer et partager un tracker de suivi des formations obligatoires pour tous les employés en se rassurant que les évidences de formation sont archivées dans les dossiers physiques des employés 12. Préparer les cartes des services des nouveaux employés et remplacer les anciennes cartes usées 13. Suivre avec la Logistique la recharge des crédits de communication aux employés dans le délai 14. Assister l’Admin/HR dans l’élaboration des documents de paie mensuelle pour la partie qui concerne l’Administration (pointage), ainsi que les documents de paie des honoraires des consultants dans le respect de procédure de SCI. 15. Se rassurer que toute la documentation du personnel occasionnel et des consultants utilisés par SCI est conforme à nos procédures et que leurs paiements sont faits dans le délai 16. Superviser l’Assistant RH & Admin dans l’affichage et la diffusion des offres d’emploi pour les recrutements locaux 17. Veiller à une bonne supervision de l’Assistante HR and Admin en lui apportant tout appui à la mise en œuvre de ses activités et à son épanouissement professionnel HR Director & HR Managers et HR Officers (A cas de besoin) 1. Veiller à la prise en compte des rôles et responsabilités PDE dans tous les Job descriptions ; 2. Assure la prise en compte de la PDE dans les étapes suivantes du processus de recrutement :  1. L’ouverture des Postes  1. Assurer que les rôles et responsabilités lies à la PDE sont inclus dans les descriptifs des potes ouverts ; 2. Au cours du recrutement :  1. Faire le suivi de l’envoi effectif des documents de Politique de la PDE ; du Code de Conduite et des Procédures Locales PDE aux candidats retenus pour les interviews de recrutement ; 3. Faire le suivi de l’effectivité du vetting PDE des candidats qui seront interviewes  1. Assurer la prise en compte de la PDE dans le questionnaire d’interview ; 2. Assurer la transcription, pour archivage, des réponses des candidats aux questions PDE ; 4. Au moment de la prise de fonctions :  1. Assurer que le staff recrute a lu document des procédures locales, a lu et signe le Code de Conduite, la Fiche de Consentement et la Fiche d’Engagement ; 2. Assurer, en collaboration avec le Point Focal PDE que le staff recrute suit une induction face-à-face avec un Point Focal PDE dans la semaine qui suit sa prise de fonction ; 5. Par la suite : 1. Assurer que staff suit toutes les autres formations et les formations de remise à niveau, dans les délais impartis ;  2. Faire le suivi de l’inclusion de tous les documents PDE (Fiches signées, attestation de suivi des formations, dans le dossier individuel du staff  3.  Veiller au délai et à la finalisation de l’induction et la formation de PDE, y compris la formation en ligne, par tout le personnel LES ROLES (RESPONSABILITES) SAUVEGARDE 1. Signaler toutes les allégations de Sauvegarde conformément aux procédures locales 2. Alerter toute suspicion de cas de Sauvegarde en conformité avec la procédure locale de signalement ; 3. Sur instruction du Country Director, participer aux investigations sur les allégations et cas de Sauvegarde signalés ; 4. Signaler aux points focaux Sauvegarde les cas de partenaires et autres parties prenantes de la mise en œuvre des programmes de SCI – RDC, y compris les travailleurs temporaires et volontaires qui seraient non-formés sur la Sauvegarde et contribuer aux efforts de formation –Induction et refresh.
