TITLE: Human Resources Advisor (CUPE Portfolio)
DEPARTMENT: Human Resources
REPORTS TO: Director, Human Resources
SALARY RANGE: $85,260 to $106,575

POSITION SUMMARY:

Reporting to the Director of Human Resources, the Human Resources Advisor plays a role in supporting and guiding the organization’s HR functions. This position provides consultation, coaching, and operational assistance across a broad spectrum of human resources programs and initiatives. The Advisor works closely with Director, Human Resources particularly in areas related to the CUPE portfolio, including collective agreement administration, grievance resolution, and participation in labour negotiations. The HR Advisor contributes to strategic HR initiatives such as talent development, recruitment and retention, labour relations and performance management. A key focus of the role is fostering a collaborative and engaging work environment by building strong relationships with staff and partners, promoting best practices, and ensuring alignment with organizational goals and student learning outcomes.

REQUIREMENTS/QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Industrial Relations or a relate field; or an equivalent combination of education and experience in the labour relations
  • Minimum 2-4 years of relevant experience in a multi-site unionized setting including excellent knowledge and understanding of applicable legislation, regulations, and guidelines
  • A degree in Human Resources Management, Educational Leadership, or a related field
  • A CPHR designation is an asset.
  • Experience within in the K-12 sector
Responsibilities
  • Supports the promotion of innovative and strategic HR solutions that contribute to a positive workplace culture, employee engagement, and inclusion.
  • Provides consistent advice and guidance on HR-related matters in alignment with professional HR practices, corporate policies, collective agreements, and applicable labour legislation.
  • Supports and assists in resolving disputes and grievances related to CUPE by supporting interpretation of collective agreements, labour laws, and HR policies.
  • Contributes to building a workplace culture of belonging, diversity, and inclusion by supporting initiatives that attract, retain, and develop a talented and diverse workforce.
  • Maintains awareness of current HR trends and practices to effectively support organizational goals.
  • Coordinates and supports the full recruitment life cycle for CUPE positions, including job postings, referencing, and onboarding.
  • Assists in developing and implementing talent acquisition strategies that align with CUPE recruitment and retention goals.
  • Facilitates onboarding processes to ensure smooth integration of new employees into the organization.
  • Prepares and maintains reports related to HR functions such as attendance, recruitment, retention, and engagement.
  • Supports the administration of seniority lists, job evaluations, and provincial job matching for unionized staff.
  • Maintains accurate CUPE employee records, including contracts, qualifications, leaves, and attendance.
  • Organizes and participates in labour relations meetings, grievance discussions, arbitrations, and mediations; updates related systems such as I-Sight.
  • Drafts timely grievance responses and ensures compliance with grievance timelines and procedures.
  • Assists in preparing for collective bargaining negotiations through research, data analysis, proposal development, and costing support.
  • Processes CUPE-related expense claims, education bonuses, and LIF submissions.
  • Supports managers in coordinating investigations into employee misconduct, evaluating complaints, and determining appropriate actions; may conduct investigations as directed.
  • Collaborates with the HR Manager, Health and Wellness, on CUPE accommodations, disability management, and Joint Early Intervention Services (JEIS).
  • Provides coaching and support to managers on performance management and employee development for CUPE staff.
  • Coordinates Criminal Record Checks (CRC) for employees and volunteers.
  • Liaises with external agencies, including post-secondary institutions, other school districts, and regulatory bodies for recruitment and practicum opportunities.
  • Works collaboratively with other HR and departmental staff to ensure cohesive service delivery.
  • Performs other related duties and tasks as assigned to support HR operations.
