Résumé du poste La ou le gestionnaire, Services de la conformité et des évaluations, a la responsabilité d’encadrer les opérations et les activités du personnel des programmes pertinents des Services techniques pour veiller à ce que la Direction des services d’accréditation dispose des capacités techniques nécessaires à la réalisation d’évaluations rigoureuses afin de vérifier la conformité aux exigences d’accréditation et de reconnaissance (normes de l’ISO et de l’IEC, principes de Bonnes pratiques de laboratoire de l’OCDE) dans les délais impartis et les limites budgétaires. La ou le titulaire du poste donne des avis techniques sur l’élaboration et la mise en œuvre d’exigences supplémentaires, ainsi que pour clarifier ces exigences. De plus, elle ou il définit les prises de position et les démarches à suivre pour la réalisation des évaluations, ainsi que les compétences techniques requises. Elle ou il établit et réalise un plan de ressources humaines pour le personnel d’évaluation (recrutement, formation, déploiement et évaluation continue du personnel interne et externe) de sorte que la Direction dispose des compétences techniques nécessaires pour exécuter son plan annuel. Elle ou il participe et contribue aux réunions, groupes de travail et groupes d’études internationaux pour faciliter la mise en œuvre des accords de reconnaissance mutuelle et de reconnaissance multilatérale de l’IAF et de l’ILAC et de leurs organismes régionaux dont le CCN est signataire, comme l’APAC. ACTIVITÉS PRINCIPALES Encadrer une équipe de chargées et chargés de programme et de spécialistes principaux et les aider à atteindre leurs objectifs : Veiller à ce que les tâches soient réparties judicieusement entre les membres désignés de l’équipe et à ce que leurs missions soient accomplies dans les délais impartis et les limites budgétaires; les encadrer pour les aider à optimiser leurs prestations. Élaborer et mettre en œuvre des stratégies et des plans pour assurer la bonne gestion du personnel d’évaluation (y compris le personnel externe). Encadrer le recrutement, la formation et le travail du personnel d’évaluation en tenant compte du plan opérationnel de sorte que la Direction puisse répondre aux besoins actuels et prévus des programmes et se conformer à la norme ISO/IEC 17011 et, s’il y a lieu, qu’elle puisse mettre en œuvre des mesures de redressement. Veiller à ce que les services techniques (capacités, efficacité, connaissances et compétences techniques) répondent à la demande et aux besoins actuels et prévus de la clientèle. Aider la superviseure ou le superviseur à élaborer et à mettre en œuvre des plans stratégiques et opérationnels exhaustifs et à établir le budget des Services techniques. Mener des recherches pour analyser les tendances qui se manifestent dans les pratiques de la communauté internationale et de la concurrence relatives à l’utilisation de personnels sous contrat aux fins de prestation de services d’accréditation.
