QUALIFICATIONS

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Candidates must be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with 38 U.S.C. 7407)a).
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C.7403(f).
  • Education Requirement: GS-11 Rehabilitation Counselor (Full Performance Level):
  • Experience: Completion of one year of post-graduate professional rehabilitation counseling experience equivalent to the next lower grade level directly related to the position being filled. -OR-
  • Education: A doctoral degree in rehabilitation counselor education or related field (e.g. rehabilitation psychology) from a CACREP accredited institution or from an institution accredited by a national or regional accrediting body accredited by CHEA. (TRANSCRIPTS REQUIRED)

Grade Determinations: In additional to meeting the basic requirements as stated above, you must have the following:

  • Certification: The GS-11 grade level - Requires current, full and unrestricted certification as a certified rehabilitation counselor (CRC) from the CRCC to practice vocational rehabilitation counseling. (COPY OF CERTIFICATION REQUIRED).
  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), “Notice of Personnel Action” that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to meeting the experience or educational requirements for this grade level, the candidate must demonstrate all the following KSA’s:

  • Knowledge of physical and psychological disabilities, appropriate accommodations and assistive technology principles to mitigate and reduce or eliminate barriers to integrate into the community.
  • Knowledge of counseling theory, medical and psychiatric terminology and signs and symptomology of suicidal and homicidal ideations, to communicate appropriately with community health care professionals to provide useful input to other team members and employees in relation to the Veteran and/or his/her family’s psychosocial needs and to recommend and help implement suitable treatment plans.
  • Ability to use evidence-based and evidence informed vocational and professional counseling practices to include individual placement and support (IPS), customized employment and supported employment models and motivational interviewing skills to promote self-awareness, adjustment to disability, enhanced job retention and successful integration to the community.
  • Knowledge of career development processes and job analysis methodology to determine essential functions of jobs, worksite modifications an/or alternative vocational goals given the work history and residual functional capacities of individuals with disabilities.
  • Ability to administer and interpret a wide variety of assessment methods including transferrable skills and labor market analyses to evaluate for individual interests, aptitudes and abilities and to identify suitable vocational goals for the development of an effective individual service delivery plan.
  • Knowledge of marketing strategies to develop collaborative partnerships/Memorandums of Agreement within VA and local business community of enhance employment and/or work opportunities.
  • Knowledge of military culture and specific factors and dynamics associated with Veterans, particularly combat Veterans, to assist those wo are returning to community and community based-work.

Physical Requirements: The physical demands of this position involve primarily of light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; walking (intermittent); standing (intermittent); hearing (aid permitted); clear speech. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.

Responsibilities

DUTIES

The Vocational Rehabilitation Counselor within the Mental Health Clinical Center (MHCC) of the VA Maryland Health Care System (VAMHCS) is responsible for the provision of a full range of Vocational Counseling and Rehabilitation Services associated with the daily operations of the Vocational Rehabilitation Services Program.

Duties include but are not limited to:

  • Based on referral from a professional staff member and by conducting an assessment, determines the vocational goals and objectives of the client. Determines the extent to which the client possesses the knowledge, skills or abilities necessary to meet the goals or objectives.
  • Coordinates with various resources to locate a training facility in the community that will be specifically suitable from the standpoint of the particular needs and problems of the individual.
  • Maintains awareness and fosters community contacts and contracts. Remains aware of current job and small business opportunities.
  • Maintains day-to-day contact with potential employers, placement personnel, or other likely placement resources.
  • Counsels and guides employee through difficult transitions or challenges in the adjustment to the specific placement or community employment. Helps the employer understand the nature of the client’s limitations while maintaining a positive impression of the client’s capability to succeed.
