Regular hours of work are 8:30 am – 4:30 pm, Monday to Friday. This position will be based at the New Westminster Campus.

ENROLMENT & INTERNATIONAL ADMISSIONS
- Oversees, in coordination with Enrolment Services, the efficient processing of international admissions, articulation and transfer credit requests, and the associated timely communication with applicants and students.
- Manages application cycle timelines, reviews and monitors international admission deadlines, targets and capacity, and ensures effective offer management practices are in place.
- Monitors the effective issuance of required verification (e.g. Provincial Attestation Letters (PAL)) and ensures an efficient workflow exists at all times.
- Uses professional judgment and exercises delegated authority to make discretionary decisions that are exceptions and variances to established regulations and institutional procedures on matters related to international admissions.
- Works collaboratively with Enrolment Services and Information Technology Services (ITS) in the development and/or enhancement of systems, processes and initiatives related to applications, admissions and articulation, ensuring the needs of international students are met.
- Develops and maintains training plans/materials for staff, including Offshore Recruitment Specialists, and documentation for activities related to international applications, admissions, articulation and transfer credit; consults with various departments of the College regarding international admissions.
- Maintains effective working relationships to ensure consistency in the admissions process and the integrity of the portion of the student record under DCI’s jurisdiction.
- Collaborates with the international recruitment team and the international advising team on applicant follow-ups and overall international student enrolment initiatives.
- Analyzes admissions patterns looking for trends and making recommendations to DCI Senior Administration; provides supporting data for evidence-based decision-making.
- Liaises with other departments such as Institutional Effectiveness, to ensure the correct interpretation of operational admission and transfer student data, and to ensure that the data captured satisfies institutional reporting needs.
- Prepares and provides material and training to other admission and recruitment staff on international admission and education systems.
- Consults and works collaboratively with various departments of the College regarding international admissions (e.g. Faculty Chairs, Coordinators, etc.).
- Interprets and administers College policies and procedures in relation to international educational obligations to various internal and external stakeholders.
Responsibilities:
THE ROLE
Reporting to the Director, International Enrolment, Recruitment & Market Development, the Associate Director, International Enrolment, Recruitment and Regulatory Compliance, provides leadership in College’s international operations as it pertains to enrolment and admissions, government reporting and compliance, and other key strategic priorities which have a direct impact on international student enrolment numbers.
As part of the Douglas International leadership team, the Associate Director assists and supports the Director in the identification, development, advancement, implementation and assessment of strategies, structures, policies and procedures to increase and integrate international students across the College.
The Associate Director is a main point of contact with Immigration, Refugees, Citizenship Canada (IRCC), Education Quality Assurance (EQA), BC Ministry of Advanced Education service areas and works closely with College Administrators, particularly across Enrolment Services and Douglas International.
This position contributes to and works within established administrative and compliance processes and systems associated with international student applications, admissions, and variations to enrolments during international students’ period of study at Douglas College.
The role also focuses on the use and analysis of accurate data to inform future planning and ensure that prospect demand, recruitment, and admissions processes are delivered and compliant within the respective government norms, procedures and policies.
This position plays a key role in ensuring that the International Marketing & Recruitment Division achieves enrolment objectives and meets the institution’s annual new student enrolment targets for international students, as well as institutional goals related to student recruitment and admissions.
RESPONSIBILITIES
Under the general direction of the Director, the Associate Director, International Enrolment, Recruitment & Regulatory Compliance is accountable for the following:
TO BE SUCCESSFUL IN THIS ROLE YOU WILL NEED
- Minimum of Bachelor level studies in a relevant field (e.g., Marketing, Education, International Studies, Administration, Social Sciences, Organizational Leadership); graduate or post graduate level preferred.
- Minimum of 5-7 years of related work experience, including at least three years of diversified management experience in the International Education field.
- An equivalent combination of education, training and experience may be considered.
- Demonstrated knowledge of and experience in international strategic enrolment management (SEM); evidence of successful recruitment and retention results using SEM.
- Significant experience and successful results in international marketing and recruitment, and student services.
- Extensive knowledge of the post-secondary system and trends in Canada and internationally.
- Successful experience in working with faculty members, administrators and senior management to accomplish International Education goals, including facilitating work-related experiences and placements for international students.
- Thorough knowledge of the federal Immigration, Refugees and Citizenship Canada policies and procedures, and other national/provincial policies related to international students in post-secondary education.
- Strong interpersonal skills, including negotiation, mediation, diplomacy, conflict resolution and intercultural communications, with a demonstrated commitment to collaborative and consultative processes.
- Excellent English language written and verbal skills, including strong skills in report, letter and speech writing and in public speaking; Second language preferred.
- Demonstrated success in the development and management of significant budgets.
- Experience in employee recruitment, selection, and performance management, particularly in a unionized environment.
- Regulated International Student Immigration Advisor (RISIA) and/or Regulated Canadian Immigration Consultants (RCIC) certification preferred.
- Demonstrated abilities that align with the Douglas College Core Competency Framework.
