Description:
The Associate Governmental Program Analyst will be directed by the Staff Services Manager I in the Procurement Department. The incumbent will be responsible for the following duties but not limited to:
- Conducts research, creates bids, and composes correspondence to complete the most technical and difficult competitive bid processes for goods and services
- Reviews, analyzes, and edits contract/purchasing requests, documents, scope of work and specifications (including estimated dollar amounts submitted), and justifications to ensure appropriate standard language is included and applicable.
- Obtains all required contract approvals from control agencies as required.
- Conducts official bid openings.
- Evaluates and determines validity of all bidding and supporting documentation.
- Prepares and executes Non-IT Good Purchases and Non-IT Services Contracts.
- Coordinates the execution of agreements and amendments through internal review and approval, and all external control agency reviews.
- Assists in the review and approval of event solicitations, purchase orders, and contract shells in Fi$cal.
- Resolves questions, seeks guidance to complex issues, and assists in the revisions to DSH-ASH forms, procedures and manuals.
- Provides direction and training to staff services analysts, buyers, and contract mangers.
- Conducts audits, reports findings and presents solutions and recommendations to management.
- Researches, tabulates, and tracks data for preparation and submittal of Procurement reports.
IN ORDER TO BE CONSIDERED FOR THIS JOB VACANCY, YOU MUST SATISFY ONE OF THE FOLLOWING REQUIREMENTS:
- BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at ASSOCIATE GOVERNMENTAL PROGRAM ANALYST EXAM, OR
BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR
BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS: State experience applied toward the “General Experience” pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class. Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit. Education The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) AND Either I Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. Or II Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis. (One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)
- If it is determined that an applicant does not meet the minimum qualifications, the applicant’s name may be removed from the eligibility list.
