Description:

REQUIREMENTS

  • University degree in Commerce, Business Administration, or other related discipline, or an acceptable combination of education, training and/or relevant work experience.
  • At least 3 years demonstrated relevant work experience including, an acceptable combination of: contract negotiation, contract management, contract financial administration, risk management, and/or project management.
  • Knowledge of the mandate, programs, and services of CCC including export bidding/contracting and contract management policies and practices.
  • Knowledge of international trade and export contracting, pricing, documentary credit, financing, and risk analysis theories and principles.
  • English essential. Bilingualism in both official languages is strongly recommended.
  • Effective oral and written communication skills.
  • Knowledge of the capabilities of Canadian industry in the export field.
  • Willingness to travel in Canada and abroad.

Responsibilities:

  • Manages export contracts and related financial arrangements including ensuring conformity with contract terms and conditions, assessing and minimizing risk, and protecting the contractual and financial interests of CCC, the Canadian exporter and the foreign buyer.
  • Participates, as a team member with Senior Contract Managers and/or Lead Contract Managers, in the management of medium to high risk, complex or sensitive contracts or problematic or defaulted contracts.
  • Represents CCC in negotiations of commercial contracts involving Canadian and foreign suppliers and foreign buyers, which may be negotiated outside Canada, in foreign environments, away from corporate headquarters.
  • Monitors the performance/obligations of both the Canadian exporter and foreign buyer; manages the contracts and project to ensure conformity with contract terms and conditions; resolves problems affecting the successful completion of the contract.
  • Negotiates and processes contract amendments, terminations, extensions, and amend delivery or payment schedules as required, within Delegation of Financial Authorities to minimize CCC risk and ensure buyer and customer satisfaction.
  • Applies analytical and risk management skills to the assessment/mitigation of risks for export projects. Participates, as a team member with Senior Contract Managers and/or Lead Contract Managers in the mediation of contract disputes and to take appropriate action, develop alternative arrangements designed to transfer abnormal risks through risk sharing between CCC, foreign buyers, Canadian exporters, financial institutions, and other parties.
  • Participates in production progress meetings at manufacturing plants with inspection authorities in Canada or at the location of the buyer or recipient.
  • Manages and oversees the financial administration to the foreign customers for work performed or goods and services delivered and for the approvals of the payments to Canadian exporters in accordance with contract terms and established CCC policies and procedures. Resolves billing or payment disputes. Ensures that transactions are complete and accurately recorded in the ERP system and performs contract close out activities in accordance with the established procedures.
  • Directs or supports the production of monthly, quarterly, and annual reporting to external stakeholders.
  • Assists in the preparation of documentation for CCC certification of suppliers.
  • With support from Senior Contract Managers and/or Lead Contract Managers, provides contracting and procurement expertise to Canadian firms in identifying and exploiting export opportunities, contracting for the sale of goods and services in foreign markets, contract management, and contract financial administration.
  • Participates in trade development programs through the identification and recommendation of new opportunities for the sale of Canadian goods and services in foreign markets. Delivers presentations to explain and promote the CCC’s role as Canada’s lead agency for international contracting.
  • Represents the CCC at external events such as client meetings, conferences, presentations, or other external events.
  • Maintains effective relationships with central agencies, other federal government departments and agencies, other crown corporations, private sector organizations and member organizations.
  • Provides information to Canadian and foreign suppliers and others, including CCC clients, on procurement and export legislation, regulations, policies, practices, and procedures.
  • Provides training to junior officers and support staff on procurement, contracting and contract management techniques and procedures.
  • Prepares briefing notes and reports to promote the sharing of information and to keep Corporation managers abreast of procurement and contract management issues and concerns.
  • Adheres to the CCC Policy Suite and related procedures and instructions and performs other related duties as assigned.
