Description:
K.L. Scott & Associates (KLSA) is hiring a Public Sector Proposal Manager/Writer to join our Business Development Team. This is a key role that will support our business development efforts and will consist of being the primary writer and manager for our RFI/RFP/RFQ process, collaborating with internal stakeholders, creating proposal templates and content, etc. KLSA’s primary customers are local, state, and federal government agencies. Federal proposal writing experience is a must have. The ideal candidate will reside in Atlanta, GA or Washington, D.C. and will be open to some travel for stakeholder meetings, opportunity strategy meetings and account planning meetings as needed.
Responsibilities
- Overseeing our proposal process and act as the primary point of contact for proposal RFPs, RFI’s, RFQ’s, GWACS, IDIQs, Whitepapers, etc.
- Work closely with the Capture Manager and stakeholders to craft winning strategies for pitches and proposals
- Record and track all proposals and RFP’s working with the capture manager and practice leads
- Track and report win/loss stats and provide feedback/competitive analysis
- Create proposal responses that address the requirements as well as create new content for targeted pitch materials
- Support questions and answers for opportunities, communications with POCs on opportunities, and coordination with teaming partners specific to collaboration and data calls
- Manage and expand the content library and oversee quality control of all materials used in responses
- Assist the Capture Manager in searching for new areas of growth and proactively help develop a strategy for identifying pursuits.
- Support business development innovation through new tools, processes, etc. to drive efficiency, effectiveness and increased win rate for the company
- Ability to write/manage at least 10 RFP’s per month
- Support the writing and development of end-to-end lifecycle of the response including request for information, capabilities statements, business volume, technical approach, past performance, team and staffing management.
Qualifications
- A strong portfolio of writing samples, preferably including former proposal work within the public sector (i.e. federal)
- Experience using GovWin, FPDS, Sam.gov, and govSpend
- Strong organizational and project management skills
- Proficiency in Microsoft Office applications, including Word, Excel, Outlook and PowerPoint
- Ability to work independently and with a team
- Strong work ethic, service orientation and an ability to establish and maintain effective working relationships with peers
- Ability to work on multiple projects, to deal with stress around deadlines and to set and enforce deadlines within the team
- Nice to have, working knowledge of Unanet CRM, AI proposal development tools.
