Description:
MINIMUM QUALIFICATIONS
Experience: Seven (7) years of experience, three (3) years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four (4) years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, or test development and validation or as a generalist.
Notes:1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment procedures.
2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and three (3) years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.
3. Candidates may substitute the possession of thirty (30) graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field for up to six years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following experience:
- using web-based recruitment software (i.e. NeoGov; JobAps) at the full range of functionality to develop a recruitment planner; job announcement; scoring and evaluation; completing hire details; and developing a list of eligible candidates.
- using HR hiring software (i.e. Workday, PeopleSoft) to complete the full range of the hiring processes and running reports (i.e. new hire, promotion, demotion, transfers).
Responsibilities:
The main purpose of this position is to support the Spring Grove Hospital Center’s Human Resources Administrator in the execution of generalist HR related functions at the full performance level of work to include recruitment and employment services, policy interpretation, benefits programs and the overall implementation and monitoring of State OHR programs. This position will supervise lower-level HR positions.
Administrative functions include, but are not limited to:
- advising supervisors and employees on the interpretation of policies and procedures, rules and regulations with regard to recruitment, training, position percentage decreases/increases and other personnel related issues
- utilizing/applying a variety of HR management techniques to bring resolution to workplace conflict
- oversight of full-cycle recruitments from sourcing to onboarding
- oversight of reclasses, acting capacity requests and salary above-base requests
- directing staff with regards to conducting New Employee Orientation and Recruitment Training
- providing training and supervision of the Performance Evaluation Process (PEP) and Leave Bank
- processing separation information for employees in Workday and updating the weekly HR Transmittal on exits
- maintaining Recruitment and Non-Competitive Promotions database
