• General office assistance is provided in support to the implementation of the Global Programme to prevent and combat corruption (GLOZ99); • The programme/project implementation activities are supported; • The preparation of programme/project budget proposals is supported; • The CEB’s email account is monitored, ensuring all official documents are properly reviewed and filed; • The organization and servicing of meetings is supported, including those of the subsidiary bodies of Conference of the States Parties and other expert meetings organized by CEB.

Duties and Responsibilities
1. Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against illicit drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. The work of UNODC is guided by a broad range of international treaties and a set of United Nations standards and norms in crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat of the Conference of the States Parties to the Convention, is mandated to support States parties’ efforts to effectively implement the Convention and review its implementation under the Mechanism for the Review of Implementation of UNCAC. UNCAC is the most comprehensive legally binding universal instrument to prevent and fight corruption. It contains provisions on the prevention of corruption, on criminalization and law enforcement, on international cooperation and asset recovery. As of 7 August 2024, the Convention has 191 parties. Since the end of 2023, there has been a substantial increase in the workload of CEB and its Thematic Support Section (TSS). The project GLOZ99 has developed many activities, consultation sessions, meeting of experts, in order to advance the knowledge on anti-corruption and make tools available to the Member States. Meanwhile, there are greatly increased agenda items for the 16th session of the Working Group on the Prevention of Corruption, which generates more preparatory work. These activities will take place between November 2024 and March 2025. 2. Purpose of the assignment: Under the direct supervision of the Chief, Thematic Support Section of the Corruption and Economic Crime Branch and in support of assigned substantive officers, the individual contractor will provide administrative support (e.g., organization and servicing of meetings of experts, conferences, workshops, travel requests and arrangements, and budget revisions), as well as other general office support services. Under the day-to-day guidance of the TSS team, the individual contractor will need to perform as follows: • Provide general office assistance; respond to complex information requests and inquiries; review, log and route incoming correspondence; set up and maintain files/records; organize meetings, seminars and workshops at and away from headquarters; handle routine administrative tasks; • Support programme/project implementation activities, involving liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow up on administrative actions, e.g. travel arrangements, training/study tours; • Assist in the preparation of programme/project budget proposals; review project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identify inconsistencies; distribute project documents to relevant parties upon approval; • Support budget revisions; verify availability of funds; ensure necessary approval and entry in computerized budget system; • Compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, and bring to the attention of management; • Draft correspondence on budget-related issues and prepare and update reports, briefing notes, graphic and statistical summaries, accounting spreadsheets. • Track and monitor the CEB’s email account, ensuring all official documents are properly reviewed and filed; • Collect and maintain statistics of meetings and conferences for reporting and communications purposes; • Draft standard correspondence and responses to queries related to registrations and participation in meetings and workshops; • Support the organization and servicing of the meetings, including subsidiary bodies of UNCAC Conference of the States Parties and other expert meetings organized by CEB by managing registrations in INDICO’s website, making sure of the accuracy of submission requests, facilitating the issuance of badges, preparing list of participants and other tasks related to organization of meetings in coordination with substantive lead officers and other administrative staff. The assigned tasks are to be performed between multiple periods: 25 November 2024 – 13 December 2024 (15 days); 10 January 2025 – 31 January 2025 (16 days); and 17 February 2025 – 19 March 2025 (29 days). The individual contractor will perform the assigned functions under the overall supervision of the Chief, Thematic Support Section, Corruption and Economic Crime Branch and will be working from home and at the Duty Station, as required.
Qualifications/special skills
• A high school diploma or equivalent is required, a university degree is desirable. • At least 5 years of progressively responsible work experience in general office support, meetings and conferences support, preparing for, organizing and servicing of intergovernmental bodies or similar meetings or related area at the international level, including United Nations or similar international organization, is required. • Experience in budgeting and financial planning is required. • Proficiency in standard office software applications, such as MS Office, etc. is required. • Knowledge of the Rules of Procedure for the Conference of the States Parties to the United Nations Convention against Corruption and its Conference of the States Parties is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
