Work hours: Full-time (Monday – Friday, 40 hours per week)
Work Location: This position is eligible for hybrid work – this means you’ll have the flexibility of working from home and in office (in Regina or Saskatoon), on a scheduled rotation.
Pay Range: $97,211 - $129,595

The successful candidate will be responsible for leading governance processes for the Auto Fund (excluding Claims), supporting strategic and consistent decision making. In this role you will oversee Auto Fund (AF) standards and policies, ensuring adequate standards and policies are in place, there is consistency in how they are used, and they are reviewed on a regular schedule to keep them current. You will perform project and change management tasks for initiatives that impact Auto Fund standards, policies, governance and legislation/regulations. In this role you will also collaborate with the Legal department on legislative and regulatory changes, acting as the liaison between the Auto Fund business areas and Legal.
Key Accountabilities

Auto Fund Governance & Budget

  • Develops and maintains a governance framework for the Auto Fund division (excluding Claims), supporting strategic and consistent decision making.
  • Supports governance of major Auto Fund initiatives, such as the Traffic Safety Strategy.
  • Monitors progress towards strategic goals through analysis of KPI’s, makes recommendations to appropriate AF areas to address concerns or revisions to strategies.
  • Develops strategy, intake process, and prioritization method for divisional projects. Assists departments with completion of required project documentation for corporate committee reviews (e.g., Strategic Review Board).
  • Provides oversight support to projects, including monitoring key performance indicators and milestones, and ensuring governance standards are followed.
  • Assists with planning management meetings, Auto Fund staff tours, and divisional strategic meetings.
  • Provides support for financial activities for the Auto Fund, including coordinating the budget for the division, supporting the completion of quarterly variance reports, and monthly forecasting.

Legislative and Regulatory Support (Auto Fund and Claims & Salvage)

  • Collaborates with the Legal department on Auto Fund legislative and regulatory changes.
  • Provide recommendations to AF departments regarding legislation or regulatory changes.
  • Develops a framework, project intake process, prioritization, and approval strategy for legislative and regulatory changes.
  • Maintains an inventory of key legislation and regulation. Prioritizes changes by gathering information and consulting with business areas.
  • Schedules and supports proactive reviews of key pieces of legislation and regulation to ensure consistency and currency.
  • Reviews and edits documentation requests by the Legal department in conjunction with the appropriate business area.
  • Supports Red Tape Reviews by working with business areas to finalize schedule, ensuring deadlines are met, and appropriate documents are submitted. Supports management in understanding the process.
  • Determines if a Direct Cost Estimator (DCE) calculation is required for regulation changes and, if needed, completes the calculation to estimate the anticipated expenses and revenues.
  • Identifies areas that need to be considered/informed of changes. Meets with areas to understand their perspective (e.g., Systems, Legal, Claims, Justice, law enforcement agencies).
  • Assists Legal with the Call for Legislation by acting as the liaison between them and Auto Fund departments. Assists with reviewing and editing required documentation and ensuring business areas and senior Auto Fund leaders are aligned.

Auto Fund Standards and Policy

  • Develops and maintains a standards and policy enhancement framework and prioritization process, ensuring adequate standards and policies are in place and that there is consistency in how they are developed and used.
  • Researches and makes policy and standard recommendations that impact internal and external audiences. Research includes reviewing industry best practices, internal data, performance reporting process flows, etc.
  • Recommends improvements to existing AF policies and standards and supports the development of new standards and policies, ensuring collaboration with AF departments and consistency across the division.
  • Creates and maintains a standards and policy inventory for the Auto Fund in consultation with business areas.
  • Facilitates a dedicated queue of standards and policy review projects, ensuring alignment and prioritization of projects with both corporate and divisional strategies.
  • Consults with and advises leadership on standards enhancement opportunities.

Project and Change Management Support

  • Exercises influence to enable the successful delivery of standards, governance, and legislative/regulatory reviews and initiatives.
  • Tracks and reviews progress of assigned initiatives and projects, ensuring they support corporate and divisional priorities and standards.
  • Provides direction, support, advice, and/or guidance to project team members and other project leads.
  • Provides support in identifying, assessing, and appropriately managing and mitigating project risks and issues.
  • Facilitates the definition of scope, goals, and deliverables.
  • Assists in the development of project governance documents when appropriate (e.g., project charter, business case analysis).
  • Assists in defining key roles and responsibilities and works with cross-functional teams to ensure appropriate resources are assigned to the project.
  • Assists in coordinating the collection and maintenance of project reporting.
  • Assists in developing change management strategies for Auto Fund standards, governance, and legislative/regulatory initiatives.
  • Exercises change management knowledge to support the operationalization of Auto Fund standards, governance, and legislative/regulatory initiatives.

  • Prepares decision requests, decision and/or information items and/or SGI board items.
  • Ensures that the Health, Safety and Emergency Management Policy is applied in area of responsibility, including development, implementation and managing of program components specific to departmental health and safety requirements.
  • Makes decisions for departmental operations that are efficient, effective and in alignment with strategic direction and priorities.
  • Ensures department and program policies, procedures and guidelines are in compliance with applicable federal and provincial legislation and regulations; implements and evaluates changes to legislation and regulations in area of authority.
  • Establishes and maintains an effective system of internal controls to support reliable financial reporting and compliance in accordance with applicable laws and regulations within the span of control and communicates the importance of internal controls to staff.

Education and Experience

  • Four-year degree from an accredited post-secondary education institution in a relevant field of study, such as Business.
  • Eight years’ experience comprised of four years’ leadership experience with increasing responsibility and four years’ experience developing governance frameworks, standards, policies or performance indicators, and providing project and change management support.
