Description:

Qualifications
- High School Certificate, College or University degree is preferred.
- License(s) attestation(s), certification(s), association(s) required.
- Formal approved Accident Investigation Training Course, Human Factors Training and training in Quality Management are desired elements. Formal Management Training is an asset.
- Accreditation as an Aviation Maintenance Engineer (AME) and/or formal training and experience as an aviation technician is mandatory.
- Accreditation in Quality Auditing and Quality Management (ASQ, CQMgr, CQA, CQE, CQT) or equivalent (e.g., TC auditor, Air Canada Auditor, IOSA Auditor or Evaluator) is desired.
- Accreditation as an accident investigator is desired. Training may be offered to develop appropriate exposure and expertise where such a need exists.
- Level 4 - Have or have held a previous Maintenance Safety management position or Airworthiness senior position within a Part 705, or equivalent, Canadian Air Operation.
- Maintenance experience should include a strong background in maintenance quality assurance and/or airworthiness.
- Aviation experience shall include in-depth knowledge of daily airline maintenance operating procedures and interdependence. In depth expertise (5 years of experience) within Part 705 Canadian Air Operator with exposure to accident/incident investigative training.
- In depth knowledge of Transport Canada regulations and standards.
- Similar foreign regulatory agency regulations and requirements (e.g., FARs, EASA-Ops);
- International Civil Aviation Organization (ICAO) Standards, Recommended Practices and Applicable Annexes;
- International Air Transport Association (IATA) Operation Investigative Techniques and approved practices;
- Air Canada corporate technical, policy and standard operating procedures; and
- Star Alliance Best Practices
- At least 5 years operational experience as a Manager in line operations or MOC with a thorough understanding of Air Canada Maintenance processes, software systems, TRAXs and maintenance manuals, directives and instructions. At least 3 years operational experience in Airworthiness or as Safety
- Manager with a Part 704 or Part 705 with experience in dealing with all the operational departments that are included in daily airline operations including the governance policies of AC products and services. A broad scope of skills and expertise of AC products and services and an ability to propose or recommend multiple types of solutions to complex issues to aid in the production of a comprehensive written final safety report that provides written guidance to senior management is desired.
- Requires a broad knowledge of domestic and international aviation Investigative techniques to propose multiple types of solutions and recommendations to complex issues to Senior and Executive management, and to discuss with both Transport Canada and Transportation Safety Board Managers and staff.
- In depth knowledge of procedures, both national and international, within the applicable Maintenance operations experienced by Air Canada Airport staff including internationally accepted best practices for the types of aircraft fleets flown. Must understand standard operating procedures for handling all Air Canada fleets.
- In depth knowledge of Canadian Aviation Regulations (Parts 1, 3, 4, 5, 6, 7, and 8 and Commercial Air Services Standards), ISO, IOSA, ICAO Annexes, FARs, Star Alliance Best Practices and EASA-Ops
Responsibilities:
- Manages and directs the proper handling and processing of maintenance safety and regulatory reports, Safety Information Management System Reports, Category Reports, Audit reports and the completion of other documentation, as appropriate, by directing Branch staff in report submission, managing the assessment, categorization and review process and through active auditing of all appropriate safety processes.
- Manages and guides the completion of reports, assessments, studies and the use of the SIMS tools.
- Designs and develops appropriate protocols and practices to receive, validate, process, investigate, review and finalize Maintenance safety reports, observations and hazard submissions. Provides support and guidance to lead safety staff and directs them in their development towards these objectives.
- Establishes appropriate links and support structures within the Maintenance Branch, as well as with appropriate AMOs, contractors and handling agents, to properly manage and prosecute safety files and complete professional and comprehensive safety occurrence reports, hazard and risk assessments and formal investigations.
- Manages the unique aspects of the Branch Airworthiness Controller’s investigation work and leads and manages the process to secure needed information from confidential reports thereby ensuring the investigation process proceeds but without violating trust and the Corporate Safety and Reporting policies.
- Manages and leads activities to identify, analyze and investigate ACM safety hazards and latent risks. Designs, develops and manages the process to formally monitor and track corrective actions resulting from safety issues and investigations. Develops and implements appropriate measures to review and audit all mitigation actions and Corrective Action Plans to ensure the Branch corrections are both complete and effective.
- Plans, oversees and delivers training and support to ACM. Manages the SIMS reporting tool and develops comprehensive skills regarding reporting and trending. Designs and develops complex reports, data trends and research reports to meet Senior and Executive Management reporting requirements and presents this data/information in a simple and effective manner.
- Develops formal presentations for the ACM Branch Safety Management System Review Board (SMSRB) including the presentation of safety statistics, hazards, trends and top concerns. Highlight major issues and concerns and offer performance and safety comparisons with Industry.
- Leads unique requirements and develops and promotes reports the use of the SISENSE Dashboards.
- Leads the process to review safety recommendations proposed by the Maintenance Branch to address Branch safety issues. Audits the mitigation plans to ensure solutions are both complete and effective.
- Provides expertise, insight and technical knowledge to CSSQ and Flt Ops staff concerning aircraft technical issues, failures, maintenance practices, inspections and maintenance directives, both internal and external, to facilitate investigations, awareness and appropriate decision making.
- Proactively communicates with other airline Maintenance Operations and equipment manufacturer safety departments regarding mutual maintenance safety issues on behalf of the Director Corporate Safety Investigations & Research. Serves on the A4A Maintenance Committee.
- Provides detailed reports that compare/contrast Air Canada Safety reports with those of Industry (Benchmarking). Identifies adverse trends and best practices and provides this information to Senior and Executive Safety Boards..
- Provides Investigative expertise to the Corporation in the event of an incident or accident as per the Emergency Response Manual (Publication 400) and the CSSQ Safety Management Manual - Pub 100.
- Serves as a safety-on-call manager assuming the Lead duties for all safety incidents/accidents coordinating with the Chief Dispatcher, Duty Pilot, Chief Pilots, Senior and Executive Management and the National Investigative Authority as appropriate.
