Description:
Working as part of Hydro’s Project Execution Department, and reporting to the Project Execution Planning Supervisor, this position shall be responsible for outage planning for the Regulated Hydro and Exploits Generation capital programs. In addition, the planner will assist Hydro’s Capital Planning Department with the review of capital project estimates, determining engineering labor requirements for capital projects, and the levelling of engineering resources in preparation for the development of Hydro’s capital budget application to the Public Utilities Board (PUB) and Government Newfoundland (GNL). Up to two (2) planners may be required.
The duties and job functions of the Planner shall include, but are not limited to, the following:
- Identification of generation outage requirements for capital projects and interfacing with Hydro’s Resource and Production Planning (RPP) department and regional operations planning groups during the development of the annual generation outage schedule (GOS);
- Attend regular meetings with the Newfoundland System Operator (NLSO) and RPP and assist with maintaining any revisions to the GOS and coordinate revisions with the various asset owners for both regulated and non-regulated operations and capital project teams;
- Provide constant communication with the NLSO, asset owners, and capital project teams with regards to changes in the GOS and associated impacts;
- Ensure that outage information is up to date in Hydro’s outage database;
- Working closely with project teams and link critical activities and outages across multiple projects;
- Develop long term outage plans (2 to 5 years out) for planned capital work, including impacts to generation outage planning due to upcoming major generation capital projects;
- Work directly with Hydro’s capital planning department and review engineering labor requirements in capital budget estimates and collaborate with project managers and stakeholders to further develop project schedules for upcoming planned capital work including tasks, milestones, and deliverables;
- Conduct an engineering labor analysis and a resource leveling exercise for future projects to be included in Hydro’s capital budget application (CBA) and identify resource constraints prior to filing the CBA.
- Work with Owner’s engineering, planning and construction resources to review and validate construction sequence, methodology, material lead times, and task durations proposed for future project plans;
- Develop and implement a routine to undertake selective activity duration verification and contingencies for future project plans; and
- Other project planning duties as required
Relevant work experience and requirements:
- Business/Commerce, Engineering Degree, Technologist, or equivalent experience in planning and scheduling;
- Expert knowledge of capital planning techniques required to support project execution;
- Field experience working in the utilities industry in a capital project environment is considered an asset;
- Has kept up to date on latest construction techniques and industry trends concerning labor, equipment and material lead times;
- Knowledge of construction planning and scheduling;
- A strong working knowledge of Primavera; and
- Proficient with MS Office Suite products
