Description POSITION SUMMARY The Damage Control Personal Protective Equipment (DCPPE) project at Naval Surface Warfare Center, Panama City Division, is seeking an In-Service Engineering Agent (ISEA) to provide programmatic and engineering support. This contractor will work alongside and independently with the government ISEA team members in Code S24, supporting fleet equipment, documentation, maintenance systems, and technical analysis for US Navy damage control equipment. RESPONSIBILITIES - Provide programmatic support to NSWC PCD in the development of technical inputs to NAVSEA, NSWC PCD, and other naval organizations - Create, document, maintain, organize, and track NAVSEA and US Navy documents, reports, fleet equipment, training efforts, and Network Activity (NWA) lists - Generate shipping documentation and manage action items within Configuration Management Professional (CMPRO) - Develop and deliver technical reports and project presentations using government-provided input and computer databases - Track all information on CMPRO's document master module unless otherwise directed - Provide and deliver Planned Maintenance System (PMS) Maintenance Requirement Cards (MRCs) and Maintenance Index Pages (MIPs) as Level I and Level II certified personnel using Reliability Centered Maintenance (RCM) principles defined in MIL-STD 3034A - Review and draft Concept of Operations (CONOPS), Reliability, Maintainability, and Availability (RAM) Test and Evaluation (T&E), and risk analysis - Provide input into technical documentation, including MRCs, Allowance Equipage Lists (AELs), Allowance Parts Lists (APLs), Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Analysis of Alternatives (AoAs), Fleet COSAL Feedback Request (FCBRs), Navy 339s, Allowance Change Requests (ACRs), Naval Messages, Alerts, Technical Manuals (TMs), and Test and Evaluation Master Plans (TEMP) - Identify capabilities, shortfalls, and limitations of DCPP equipment, including but not limited to US Navy Damage Control Repair Locker equipment, AEL/APL, MRCs, P100 pumps, and Electric Submersible Pumps - Assess capability gaps and work with the team to provide potential solutions to resolve programmatic shortfalls Requirements REQUIRED QUALIFICATIONS Experience: Minimum 5-7 years of relevant technical experience, with substantial military experience in damage control operations.
