The Ontario Association of Children’s Aid Societies (OACAS) has represented Children’s Aid Societies in Ontario since 1912, providing service in the areas of government relations, communications, information management, education, and training to advocate for the protection and well-being of children.
Reporting to the Manager – Service and CPIN, the Senior Data Analyst will be responsible for supporting OACAS on improving outcomes for children, youth, and families by providing data-driven insights to support policy development, program evaluation, and strategic planning for the child welfare sector. The role acts as the main point of contact in providing expertise within the Ontario Association of Children’s Aid Societies (OACAS) to plan, design, collect, conduct, and report research and data analysis for use by internal and external stakeholders to inform the planning, implementation, and outcomes of child welfare programs and services.
This role will also work closely with senior leadership, cross-functional teams, and stakeholders to identify trends, and translate data into actionable organizational strategies.
To better address the specific needs and concerns of Indigenous, Black, racialized, and 2SLGBTQ+ children, youth, and families within the child welfare system, individuals who self-identify as belonging to those communities are encouraged to apply.
Duties and Responsibilities:

Equity-focused Responsibilities

  • Contribute to the development and implementation of tools that help identify potential disparities and opportunities for the disruption of oppression within Ontario’s child welfare system.
  • Contribute to the development of an evaluation framework for measuring the effectiveness and integration of frameworks and tools developed to address disparity and disproportionality, including data collection, analysis, reporting, and recommendations for continuous improvement projects to support over-represented communities in the child welfare sector in Ontario.
  • Use data equity knowledge and an ethical, identity-focused, culturally relevant, culturally responsive, trauma-informed lens to analyze and synthesize data, supporting beneficence and non-maleficence towards marginalized communities.
  • Support the critical review of existing child welfare practice frameworks and tools (e.g., Child Protection Standards, the Ontario Practice Model, the Eligibility Spectrum, associated assessment and supplementary tools, etc.) using an equity lens and make recommendations for better practice.

Operational Responsibilities

  • Analyze complex datasets to identify patterns, trends, and insights that support the Association’s business strategy and operations.
  • Collect, interpret, and analyze program data and performance measures to provide insights, trends and patterns.
  • Ensure data integrity, accuracy, and security, adhering to privacy and confidentiality regulations.
  • Track interactions with agencies and stakeholder groups to facilitate reporting and accountability.
  • Prepare provincial reports and presentations of findings and recommendations using various formats (written, graphs, pictures, infographics) targeted to specific audiences for dissemination to the field and the public.
  • Process and distill information from research, scientific data, trend analyses, and independent research to identify and address issues.
  • Participate in cross-functional, cross-departmental OACAS projects to enhance organizational performance.
  • Conduct environmental scans and identify emerging issues.
  • Perform other duties as assigned.

Qualifications:

Education and Experience

  • Bachelor’s degree in Business Analytics, Public Policy, Business Administration, or a related discipline;
  • A minimum of 5 years of experience with strong background in research, statistical and data analysis, quality assurance, and information systems, particularly research with and on behalf of marginalized communities, is highly desirable; OR
  • An equivalent combination of education and experience that provides the required knowledge, skills, and abilities to successfully perform the job’s essential duties.

Knowledge and Skills:

Technical Skills

  • Understanding of child welfare policies, programs, and services to contextualize data analysis within the sector.
  • Familiarity with relevant regulations, policies, and standards (e.g., Child, Youth and Family Services Act, An Act Respecting First Nations, Inuit and Métis Children, Youth and Families).
  • Knowledge of the Child Protection Information Network (CPIN), Cognos, Transfer Payment Ontario, Ministry Quarterly reports, and the child welfare outcomes and indicators.
  • Knowledge of database management systems (Python, SQL, Excel Spreadsheet, data libraries, etc.)
  • Ability to create clear and informative visualizations using tools like Tableau, Power BI, or similar software.
  • Proficiency in the full suite of Microsoft Office products

  • Understanding of interlocking systems of oppression in Ontario and the ways that these systems sustain inequities experienced by marginalized communities.
  • Knowledge and understanding of past and current exploitations within research that have led to mistrust between marginalized communities and researchers.
  • Knowledge of foundational equity documents in the child welfare sector (e.g., OVOV Race Equity Practices, 2SLGBTQ+ Organizational Self-Assessment Report).
  • Knowledge of OCAP® and Indigenous data sovereignty.
  • Expertise in anchoring the perspectives, voices, and cultures of communities historically most excluded, misrepresented, and disadvantaged during research.

Research Skills

  • Expertise in designing, conducting, and analyzing quantitative, qualitative, and mixed-method research studies.
  • Ability to synthesize complex information and generate actionable insights.

  • Proficiency in statistical analysis methods and tools for data analysis.

  • Skills in data cleaning, preparation, and management to ensure data integrity and accuracy.
