Responsibilities:

  • Direct, organize, and control work to administer medium to large contracts.
  • Work on moderate to complex problems requiring thorough analysis of situations or data.
  • Supervise a work group.
  • Ensure work on contracts proceeds according to plans, procedures, contract specifications, and quality standards.
  • Check contract documents and review designs for errors.
  • Approve work and progress payments.
  • Coordinate inspection activities to ensure conformance with specifications and contract documents.
  • Arrange site access and coordinate site surveys.
  • Review contractor schedules, scopes of work, and track contractor activities.
  • Address contractor questions and inquiries by working closely with construction staff.
  • Confirm that work on contracts proceeds in accordance with approved designs and contract specifications.
  • Review and prepare recommendations via memo format for clients in response to RFC’s, change orders, claims, change proposals, RFI’s or EOT’s.
  • Review and issue responses to RFC’s in collaboration with the project manager and client.
  • Review payments compiled by the office administrator before submitting to WBCMS/Payment system.
  • Review all inspector diaries.
  • Review claims before presenting them to the project manager and client.
  • Prepare and issue instruction notices with collaboration from the PM and customer.
  • Perform work within established guidelines, procedures, and practices.
  • Complete daily diary entries.
  • Review test results and respond to issues.
  • Monitor and advise on staff levels.
  • Mentor and coach junior staff.
  • Champion an engaged safety culture within the team.
  • Foster a positive and collaborative team culture.

Qualifications:

  • Post-secondary degree or diploma in Civil Engineering or Civil Engineering Technology/Technician.
  • Minimum 10 years of experience in MTO infrastructure construction.
  • Experience as a Construction Contract Administrator or equivalent for 10 or more years.
  • Registration as a professional engineer with PEO, or as a technician or technologist with O.A.C.E.T.T.
  • Equivalent work experience may be considered.
  • Knowledge and understanding of Ontario Provincial Standards and Specifications (OPSS) and Ontario Provincial Standard Drawings (OPSD).
  • Knowledge of relevant legislation such as the Occupational Health and Safety Act and Environmental Protection Act.
  • Knowledge of construction survey and layout.
  • Knowledge of construction methods and materials
  • Experience working with MS Project or Primavera is considered an asset.
  • Excellent verbal and written communication, time management, negotiation and conflict resolution, problem-solving, and organizational skills.
  • A valid driver’s license and access to a vehicle.
