BABLO oversees lottery operations and regulates the beverage alcohol industry in Maine by ensuring responsible business practices by agency liquor stores, beer and wine retail stores, beer and wine wholesalers, and on-premise licensees (bars and restaurants) while creating a favorable economic climate. Through the assistance of the State Liquor and Lottery Commission, the Bureau has responsibility for the pricing, listing and delisting of spirits. The Bureau has responsibility for the licensing of all liquor licensees throughout Maine and the enforcement of Maine Liquor laws codified in Title 28-A of Maine law. JOB DESCRIPTION: The Liquor Licensing and Enforcement Manager will oversee all liquor licensing and inspection responsibilities for the Bureau, including but not limited to liquor licensing, regulatory compliance, excise tax collection and reconciliation, and educational program administration. The position is responsible for managing a team of liquor inspectors, tax examiners, and licensing staff to oversee the collection of excise taxes from licensees and ensure the efficient licensing of applicants. The manager is responsible for ensuring licensees comply with liquor laws and regulations, with a focus on educating the regulated community. The position will manage and coordinate liquor inspectors located across the state. The position is also responsible for overseeing the liquor licensing division made up of a supervisor, tax examiners, and licensing staff, located at the BABLO headquarters in Augusta, Maine. In collaboration with the licensing unit, the manager will be responsible for ensuring a timely and efficient processing of applications and excise tax collection for the regulated community. The position will also serve as the liaison to various stakeholders, including but not limited to: municipalities, state and local government agencies, the judicial branch, law enforcement, and industry trade groups. KEY RESPONSIBILITIES: Lead an office team of licensing staff and tax examiners to ensure regulated entities comply with Maine excise tax laws and regulations. Lead a statewide team of liquor inspectors, including coordinating scheduling, inspections, and enforcement efforts, ensuring the state is covered in an efficient manner. Ensure licensee inspections and application processing are completed in a timely and efficient manner. Conduct due diligence into liquor license applications, tax records and other licensee documentation. This includes researching and investigating a diverse range of records. Educate the licensed community on the requirements in law and regulations and assist in bringing licensees into compliance. Collaborate with municipalities on liquor licensing matters. Develop and oversee educational programs for licensees, trade groups, municipalities, law enforcement agencies, and other stakeholders. Work with licensees on resolutions for liquor law violations. Direct, monitor and assist in complex licensing investigations and decisions. Must be willing to travel as necessary.
