The Position: UNFPA Cambodia CO requests the services for an international consultant to undertake an assignment in two parts: (1) the finalization of the Operational Guidance Note on One Stop Service Units (OSSU) for survivors of gender-based violence in Cambodia, and (2) the design of a training package based on the guidance note and guidelines related to OSSU operations. We seek an international professional with the requisite expertise in GBV, SRHR and medico-legal services, who is able to meet the proposed timeline. The consultant must be an expert in the health sector response to gender-based violence including experience / knowledge in forensic examination systems and processes. The person must have had experience in working in health response to GBV such as One Stop Service Units (OSSU) or other health sector-based services. This assignment can be done remotely and will be supporting and working with two national consultants in Cambodia; one reviewing the medico-legal and forensic processes and frameworks in Cambodia, and one a GBV trainer who will be rolling out the training package developed. This consultancy requires coordination with both national consultants; providing them technical oversight, feedback and gathering information gained from both consultants to incorporate information provided into the materials developed. The following assignment in two parts: Part A: Review and consolidation of an operational guidance note on One Stop Service Unit (OSSU) in Cambodia – this seeks to review a draft Guidance Note on Operationalization of One Stop Service Units (OSSU) under the guidance of the Ministry of Health and the Ministry of Women Affairs. This will involve ensuring alignment with international and regional standards and practices. This section will also be supported by the work of a national consultant who is reviewing the national legal and response framework on forensics related to GBV. Part B: Develop a training package on the OSSU guidance note, – the consultant will be asked to draft and work with a national consultant to roll out a training package based on the consolidated OSSU guidance note, One Stop Service Units Guidelines. and regional best practices, ensuring integration of key components of the health response to GBV in Cambodia. Our strategic plan calls upon UN Member States, organizations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realize our goals. In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards, and who will defend them courageously and with full conviction. UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results. Job Purpose: Background and Rationale GBV prevalence in Cambodia, CDHS survey (2021) found that one in five women experience physical, sexual or emotional intimate partner violence in their lifetime and 13 percent in the 12 months prior to the survey. However, the number of women and girls accessing services for GBV (“service data”) indicates that in Cambodia, as is seen globally, GBV is under-reported to service providers. This is often due to deeply rooted patriarchal social norms that normalize violence and discourage help-seeking, and to structural barriers such as attitudes of service providers towards GBV survivors, insufficient implementation of available frameworks in providing holistic services to GBV survivors, and limited responsive and inclusive policy frameworks that reflect survivor-centered services for GBV survivors GBV in all of its forms has tremendous physical, emotional and social consequences on the survivors, who are entitled to rights to access quality services and compassionate care, which encompass health services, police and justice services, safe accommodation, as well as other social services such as psychological counselling, reintegration services to ensure that GBV survivors exercise their rights as an active citizen and live with dignity and respect in their community, and strengthen economic empowerment for GBV survivors. In accordance with the recommendations of the former Prime Minister of Cambodia and the National Action Plan To Prevent Violence Against Women 2019-2023, the Ministry of Women’s Affairs (MOWA) and the Ministry of Health (MoH) has jointly developed the Guidelines on One Stop Service Units in December 2024, based in the provincial hospitals, to provide comprehensive services to GBV survivors. The establishment of OSSUs complements the existing mechanism of a multi-sectoral GBV response working groups for GBV survivors in provinces in providing effective and timely services to GBV survivors. The guidelines provide a clear explanation of the scope and function of the OSSU and how to set up. To complement and support the operationalization of these guidelines, MOWA with the technical support of UNFPA developed an Operational Guidance Note to be annexed to the existing Guidelines. The current draft has been discussed during a one-day consultation workshop involving key national and subnational stakeholders. A requires final consolidation and translation into actual training for OSSU and GBV staff. Consultancy Tasks Part A - Finalize the draft Operational Guidance Note on One Stop Service Units in Cambodia The purpose and objectives of the first part of the consultancy actions include: Review and consolidate the current draft developed by UNFPA CO: review the draft which already includes some of the inputs collected during the consultation, and address pending elements, notably on medico-legal procedures. Scope of Work The Consultant is expected to perform the following tasks: Review the current draft of the GBV OSSU Operational Guidance Note, the inputs and questions collected during the consultation, in close collaboration with UNFPA CO (GBV and SRHR teams), MOWA, and MOH. Work with and take on board the results of a review of existing national legal frameworks and relevant guidelines related to forensic examinations and health response to GBV, with a focus on medico-legal procedures, and ensure these are appropriately translated in the draft Operational Guidance Note. Consolidate the Operational guidance note and its annexes, to be ready for final submission to relevant ministries and national technical GBV working group. Methodologies It is expected the study will use the following methods, among others: Desk-based review of current draft, relevant guidelines and legal framework. Work closely with other national consultants to incorporate input and feedback from relevant stakeholders into the draft operational guidance note. Lead meetings with relevant government agencies to finalize the operational guidance note. Engagement with UNFPA Cambodia CO and relevant stakeholders. Detailed Tasks and/or Expected Outputs The Consultant will: Have an introductory call with the UNFPA CO (GBV and SRHR teams) to understand the background of OSSU in Cambodia, related guidance and in particular the Operational Guidance note, annex to the Guidelines, key challenges to reflect the practicality and alignment to the international standards, and areas for consolidation. Work with a national consultant in the review of existing national legal framework and relevant guidelines related to health response to GBV, with a focus on medico-legal procedures including forensic examinations and processes. Review the current draft of the Operational Guidance Note, the inputs and questions collected during the consultation, ensuring alignment with national and international framework and good practices. Consolidate the Operational Guidance Note and its annexes, to be ready for final submission to relevant ministries and the technical GBV working group at the national level. Key Outputs: Minutes of the introductory meeting with UNFPA CO, capturing agreeable actions, methods, and ways forward. Inception report with detailed methodology, timeline, and activity plan. Consolidated version of the Operational Guidance Note and its annexes, available for submission to national ministries. This version should be comprehensive enough to support the design of the training package for service providers stationed at or authorized to provide service to GBV survivors at OSSUs. Consultancy Task Part B - Training development and roll out on the Operational Guidance note Scope of work The consultant is expected to perform the following tasks: Develop a training package based on the consolidated OSSU guidance note, integrating the Guidelines on the process of establishing One stop service Centers / Units for survivors of gender-based violence in Cambodia and regional best practices, and in line with the Health Sector response to GBV module currently used in Cambodia. Support a national consultant with mentoring, review of materials and training approaches. The national consultant will roll out the training package in three selected provinces (two-day training each). Consolidate a training package for further use The Consultant will: Review existing training material on health response to GBV currently used in Cambodia and identify areas for improvement Develop a training package on the Operational Guidance Note on OSSU, integrating key components of the health response to GBV in Cambodia, and service provider’s standards of behaviors and attitudes in engaging with GBV survivors. The training will also include tools for health staff on how to use forensic forms, the process for a forensic exam, and step-by-step indication of involvement of medical experts in the legal procedure, including testimony; guided by the national consultant reviewing the forensics processes and practices. Provide guidance including review of materials and training methods to a trainer who will roll out two-days trainings in three selected provinces (Kampong Cham, Siem Reap and Kampong Speu) for selected OSSU staff and GBV service providers Consolidate a training package based on inputs collected during the roll out. Key Outputs Drafted training package on the Operational guidance note and related guidelines on OSSU for Cambodia (see above details) Support to a consultant to deliver four trainings: one at the national level and three at the sub-national level. Finalize a training package on the Operational guidance note and related guidelines on OSSU Cambodia, integrating lessons from the trainings conducted by a local consultant, to reflect suitability of Cambodian local context. Provide technical support to a local consultant in providing pilot training utilizing the training package. Final report with key recommendations to scale up the training on the OSSU Guidance Note in other provinces. Work schedule and arrangements (see Annex A - attached) You would be responsible for: The consultant is expected to commence work in March 2026 and to finish at the latest on the 30 June 2026, completing both parts of the assignment within a four-month timeframe. This consultancy is based upon 28 estimated days of work There are two deadlines in the work schedule, and these are as follows: Part A: The main part of the first scope of work to be completed by 20 March 2026. Part B: The second scope of work should be completed by 30 June 2026. Please note that this is a results-based consultancy. The number of days indicated are an estimate only. UNFPA provides payment on an output basis only with payment will be made upon adequate completion of tasks to the quality set out by UNFPA. The assignment is based in Phnom Penh, Cambodia, with training to be delivered outside of Phnom Penh. This assignment can be undertaken remotely /partially remote. We seek an international professional with the requisite expertise in GBV, SRHR and medico-legal framework, who is positioned to join the project without the necessity for international travel or relocation. Working time and hours: Phnom Penh time zone The consultant is expected to commence to work in March 2026 and finish by 30 June 2026. The suggested payment schedule is detailed below: The first payment of 25% will be made upon receipt and acceptance of the First Deliverable as per the table of deliverables (attached). (3nd week March 2026) The second 25% will be made upon approval by the Representative and acceptance of the Second Deliverable as per the table of deliverables (attached). (end June 2026) The GBV Programme Specialist will supervise this consultancy with technical inputs from UNFPA GBV Specialists in APRO. The consultant will report to the GBV Program Specialist with some oversight by the Representative of the UNFPA Cambodia CO. The consultant is expected to work closely with the UNFPA Cambodia CO team, the Asia Pacific Regional Specialists on GBV with regular interaction with the GBV Programme Specialist. The supervisor(s) and the GBV programme specialist will have frequent interactions with the consultant at various stages to: Brief the consultant and provide clarity on the assignment, the process and deliverables. Provide key documents relevant to the deliverables. Introduce and facilitate the consultant to work with key stakeholders and counterparts if necessary; and Provide feedback and get agreement on the next steps of the assignment. Upon completion of the assignment, the supervisor(s) will certify relevant documents; evaluate the consultant’s work and process/follow-up on the payments. The assignment will be desk-based working remotely – attending meetings via zoom or a similar platform. Please note that this is a results-based TOR and therefore payment is based upon successful completion of deliverables – accepted and approved. All documents will be provided to the consultant in English language. Experience in health sector response to GBV essential. Expert knowledge of national policies and legal frameworks on GBV with a proven understanding of existing national and subnational data on GBV. Experience working in or familiarity with the Cambodia context or in South Asia required. Proven experience in designing high-quality training packages on GBV for national governments, aligning with the practical needs of local context and international standards. Experience in working collaboratively with local experts in providing capacity building to the national government. Excellent English language skills.
