Performs highly complex planning and research work. Assists in analysis of data and preparation of reports to identify capital improvement needs for state and federal funding. Conducts or participates in Regional Planning Meetings. Conducts Program Development Meetings with sponsors to identify requirements, exchange information and keep informed on the status of projects. Responsible for assigned geographic information system activities and products. Develops and implements short and long-range local and statewide plans and projects. May serve as project leader. Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Responsible for functional classification of highways and urban system map development. Reviews and evaluates plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards. Coordinates planning projects involving districts, divisions, various public transportation interests, research endeavors with universities, other agencies and/or local, state and federal agencies. Plans and coordinates seminars, workshops, and task force activities. Performs other related job responsibilities as assigned. Knowledge and Experience in transportation and/or city/county planning. Demonstrable knowledge of federal and state funds and requirements; working knowledge of transportation planning and modeling; experience with transportation funding programs; working experience and competency with GIS applications. Project management experience (grant application preparation); demonstration of knowledge of TxDOT, FHWA, and FTA rules and regulations; and demonstrated knowledge of transportation funding compliance reporting. Knowledge of data and data sources that support the transportation planning process and knowledge of computer software (i.e., spreadsheets, word processing, database, presentation production). Skill in presenting images and ideas in clear, concise, organized and interesting manner to optimize audience understanding. Ability to effectively communicate in both English and Spanish. Bachelor’s degree in transportation planning, or a related field; and three (3) years of related experience;  A transcript is required. A master’s degree in Engineering, Planning, Business Administration or may be substituted for one year of professional experience. Demonstrable active transportation planning skills are essential. Training from the Texas Engineering Extension Services, the National Highway Institute, Texas Department of Transportation, Texas Transportation Institute, or Federal Transit Administration training courses in transportation planning or modeling courses are a plus. Any training provided from USDOT or any DOT will be considered. Certificates of proof of completion are mandatory. Valid/Current Texas Driver’s License.
