Description
Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  The key actors responsible for the implementation of the Women, Peace and Security Agenda are the United Nations and its entities, Member States and their national governments, all parties involved in the armed conflict and Civil society, especially women’s groups. In national governments, Ministries of Defense, Interior, Justice, Finance, Gender and Foreign Affairs in particular, have special duties in relation to implementation. Similarly, Civil Society, especially women’s groups, also plays a central role in implementation through advocacy, monitoring and service provision. The project has contributed to enhance women’s participation in the military including in the decision making and making sure that armed forces are better prepared to, based on a gender analysis, to integrate a gender perspective in the planning and conduct of operations and activities in stability operations, conflict, and post-conflict settings. Based on the above, UN Women CO in Mozambique intends to recruit a consultant to: 1) Follow up on the key outputs from the WPS agenda, through the implementation of a European Union (EU) funded project “Promoting the WPS Agenda with Military Actors”, was the development of the following: Gender strategy and action plan; Zero tolerance policy to SGBV and Procedures for integrated survivor centered response including accountability of perpetrators; gender, SGBV Module for military training institutions, TORs of the Network of Military women and establishment of gender and WPS resource Hub at the military academy in Nampula; 2) Support and contribute to the ongoing peace camps in Sofala and Cabo Delgado by serving as a facilitator and 3) Conduct Training of Trainers to 35 police instructors on Gender, Human Rights and Prevention and Response to Sexual Gender-Based Violence and violence against women and girls in general; 4) support identify gaps and opportunities to strengthen gender mainstreaming, survivor-centred GBV response, and WPS commitments within police training systems and operational practices. Purpose of the Consultancy: To follow up with the Ministry of  Defense on pending approval processes, to support the integration of gender equality, Women, Peace and Security (WPS) commitments, and gender-based violence (GBV) prevention and response within police training and operational systems through assessment to identify gaps and opportunities to strengthen gender mainstreaming, survivor-centered GBV response, and WPS commitments within police training systems and operational practices to develop gender-responsive training tools, capacity-building programmes, and institutional guidance for security sector actors in Mozambique. Duties and responsibilities Under the overall guidance of the Country Office Representative and direct supervision of the programme officer and the police designated project focal point, working closely with assigned staff from Police Practical School for knowledge transfer, the consultant is expected to carry out the following tasks: Capacity building (training and coaching) of Police instructors from the Police Practical School on gender mainstreaming, gender base violence and in line with NAPWPS II 1. Identify gaps and opportunities to strengthen gender mainstreaming, survivor-centred GBV response, and WPS commitments within police training systems and operational practices;  2. Develop or revise gender-responsive training modules and materials for police officers, including content on GBV prevention and response, survivor-centred approaches, referral pathways, and protection of vulnerable groups;  3. Integrate WPS principles into police training frameworks, including women’s participation, protection, prevention, and gender-responsive security service delivery;  4. Design practical guidance and operational tools for police officers to improve identification, documentation, referral, and response to cases of GBV and violence against women and girls (VAWG); 5. Facilitate training-of-trainers (ToT) sessions for selected police trainers and relevant institutional focal points to strengthen institutional capacity to deliver gender-responsive training;  6. Provide technical advice to relevant government institutions and partners to strengthen institutional mechanisms for gender mainstreaming and GBV response within the security sector; 7. Document lessons learned and recommendations to support sustainable integration of gender equality and WPS commitments within police training and institutional frameworks.  Support and contribute to the ongoing peace camps in Sofala and Cabo Delgado 1. Facilitate a session on the use of digital platforms and social media, including a hands-on demonstration of key features of platforms such as Instagram, WhatsApp, Facebook (pages and events), TikTok, Twitter/X, and podcasts; 2. Address digital security and ethics in online activism, with particular attention to potential local risks during the peace camps. This will include guidance on the protection of personal data, the importance of informed consent before sharing images, videos, or personal stories, and practical strategies for combating misinformation, fake news, and hate speech; 3. Facilitate dialogue between the sentinels and the military to improve mutual understanding, trust, and coordination, and to strengthen collaboration on early warning mechanisms, community protection, and peacebuilding efforts.
