Description POSITION TITLE: Animal Control Officer CLASSIFICATION: Non-Exempt DEPARTMENT: Law Enforcement SUPERVISOR: Police Captain GRADE: NE11 $21.06 ($43,817.69) -$31.59 ($65,643.55) Position Summary: Under direct supervision the Animal Control Officer is responsible for the daily enforcement of Washoe Tribal ordinances and regulations related to animal control, licensing and services for the protection, safety, treatment and welfare of animals as well as the public through animal control enforcement. Maintains confidentiality of all privileged information. Essential Duties & Responsibilities: · Patrols communities and collects unwanted or stray animals. · Investigates complaints of bites, nuisance, and abuse. · Examines validity of pet licenses and issues warnings or summonses to delinquent owners. · Collects and properly destroys dead animals. · Quarantines or destroys all animals suspected of being rabid. · Feeds and waters shelter animals regularly. · Provides personal care to detained animals. · Delivers injured animals to veterinarian for medical treatment. · Enforces Tribal ordinances (laws) relating to animal control and licensing, including but not limited to the use of warnings and citations. · Prepares and presents testimony in court relating to citations issued. · Prepares animals for euthanasia and removes the carcasses and properly disposes of it. · Cleans and sanitizes shelter, including kennels and feeding and water bowls. Maintains shelter grounds. · Conducts spay/neuter clinics for the public on a regular basis. · Performs various record keeping functions and report writing tasks directly relating to services performed · Investigates animal cruelty complaint in a timely manner; determines ownership of involved animals; determines whether animal, owner or public have been harmed; determines whether complaint is valid; when appropriate, issues citation citing appropriate violation(s); canvasses neighborhood to determine if any witnesses and gathers witness statements; prepares accurate information and prepares case for prosecution. · Appears and testifies in court. · Contributes to a team effort and accomplishes related results as required. · Performs other duties as required. Requirements Minimum Qualifications: · High School Diploma or GED plus four years experience in animal care or handling; or equivalent combination of education and experience. · Must possess and maintain a valid California or Nevada driver’s license or capable of obtaining one within thirty-days (30) of employment. · Must be able to be insurable by the Tribe’s Driving Policy. · Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation. · Preference will be given to Qualified Native American Indians. Knowledge, Abilities, Skills, and Certifications: · Knowledge of traditional form of government and tribal customs and traditions. · Knowledge of applicable federal, state, county and local laws, regulations, and requirements. · Knowledge of the geography and road locations of assigned area. · Knowledge of general animal care and/or veterinarian practice. · Knowledge of proper cleaning and sanitizing techniques for animal kennels. · Ability to communicate effectively in the English language, both verbally and in writing. · Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds. · Ability to think effectively and act quickly in an emergency situation. · Ability to interpret Tribal ordinances. · Ability to operate safely and maintain in an orderly manner various types of equipment. · Ability to use of first aid techniques. · Ability to prepare accurate written reports. · Ability to learn and effectively develop skills in the humane treatment of animals. · Ability to safely capture live, and sometimes dangerous, animals. · Ability to work as a team member in a structured working environment. · Skill in utilizing standard animal control equipment including rifles, snake poles/tongs, tranquilizers, etc. Physical Demands: While performing the duties of this job, the employee regularly is required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; and reach with hands and arms. The employee occasionally is required to climb or balance; and taste or smell. The employee must occasionally lift and/or move 50 pounds. Work Environment: Work is performed indoors with a moderate noise level as well as outdoors where exposure to natural weather conditions and various dusts and mists may occur. Standing and walking may be on uneven surfaces or unstable ground, in remote, steep, rugged, mountainous areas with unimproved dirt roads and trails. Evening, weekend, and/or holiday work may be required. Travel may be required for training, meetings, conferences, presentations, and other events. The Washoe Tribe of Nevada & California requires a background check of each new hire for employment purposes.
