The
Department of County Management
(DCM) Business Services Program is recruiting for a Contract Specialist Senior. DCM Business Services provides a full spectrum of business services to support the DCM divisions and programs, including the Director’s Office, Budget Office, Central Finance & Risk Management, Central Human Resources, and Assessment, Recording & Taxation.
The Contract Specialist Senior position performs complex procurement and contracting activities within the countywide framework established by Central Purchasing that adheres to regulatory guidelines, fair and transparent practices and best value standards, while maintaining uninterrupted flow of materials and services to support the Department’s programs and operations.
As our next Contract Specialist Senior you will perform the following:

Contract Development and Oversight

  • Perform complex contract development for a wide variety of services and supplies contracts for the Department of County Management Programs.
  • Develop and coordinate specialized requests for programs that typically involve complex contracting arrangements, including for county-wide contracts, strategic initiatives, and projects.
  • Develop and negotiate contracts in collaboration with suppliers, program staff and other stakeholders, which reflect accurate statements of work, terms and conditions, obligations, responsibilities of parties, exhibits, attachments, insurance requirements, payment terms and schedules tied to delivery of work and within funding guidelines and department resources, and other supporting documentation as may be required.
  • Review insurance requirements with County Risk Management to ensure appropriate levels to mitigate risks, and obtain approval for exceptions.
  • Utilize Multco Marketplace (MMP) Contracts system to create contracts of all types, and route contracts for review and approval by all stakeholders and contracting parties in alignment with contracting requirements, policies and practices, using Multco Marketplace (MMP) Contracting system workflow.
  • Update financial line items in Workday Contracts for executed contracts. Create Blanket Purchase Orders and Contract Purchase Orders in Workday.
  • Coordinate and oversee the work of collaborating programs and agencies in the development of Countywide contracts.

Plan and Perform Procurement (sourcing) Activities

  • Provide purchasing and sourcing expertise, including strategy analysis, planning, and sourcing options for development of sourcing activities that align with county-wide and strategic initiatives and for departmental programs, to support program and operational requirements.
  • Provide technical expertise and support in the development of specific sourcing events, including a procurement framework, statements of work, deliverables and obligations, terms and timelines, insurance requirements, performance measures and outcomes, and other programmatic requirements, supplier management, and evaluation methods.
  • Develop all sourcing events (procurement documents) using Multco Marketplace (MMP) Sourcing Module in collaboration with Central Purchasing. Route sourcing events through reviews and approvals by stakeholders using MMP workflow.
  • Collaborate with Central Purchasing in the development and posting of formal and intermediate sourcing events (procurements) and strategic initiatives.
  • Prepare and process documents for non-competitive sourcing requests using MMP, for formal and informal exemptions and exceptions, gathering requirements, and identifying appropriate procurement authority within rules and guidelines.
  • Interpret and apply applicable administrative rules, procedures, statutes and policies related to procurement activities performed. Document procurement authority in all competitive and non-competitive sourcing events in MMP.
  • Participate in Purchasing Advisory Council and Strategic Sourcing Council, Multco Marketplace Governance Committee and ongoing training.
  • Coordinate and oversee the work of programs, agencies and partners in the development of sourcing events for countywide initiatives and strategies.

    Perform Contracts Administration Activities

  • In collaboration with DCM program staff, perform contract administration and performance management functions during the life cycle of the contract performance period.

  • Monitor contract utilization and spending to ensure payments comply with the scope and payment schedule of contract and within contract value limits.
  • Process contract changes and amendments as may be necessary during the term of the agreement, to add dollars, change term dates, or for other allowable changes to the scope of work or deliverables or obligations
  • Monitor insurance requirements and ensure insurance policies and certificates are maintained and current in compliance with contract terms
  • Monitor contract term dates, ensure timely renewals or development of new contracts timely to maintain services
  • Monitor underlying procurement authority and term dates supporting contracts, and ensure timely processing of new competitive sourcing events or non-competitive procurements (exemptions, exceptions) are completed prior to end of contract terms
  • Coordinate and collaborate with DCM Programs to analyze and identify ongoing or new procurement and contracting requirements, to support program operations, or to facilitate changes in alignment with evolving needs, functions and deliverables for the department.
  • Perform research and analysis of special areas or customer needs; compile data and prepare proposals and reports, including spend analytics across county-wide programs and service functions
  • Monitor contracts to maintain compliance with the County rules and regulations and prepare contract changes as may be necessary. Monitor contracts for projects to ensure payments on contracts comply with the scope, deliverables and payment schedule.
  • Participate and collaborate with programs, departments, stakeholders, committees, task forces and work groups for strategic sourcing initiatives, county-wide contracts, and DCM departmental initiatives and deliverables.
  • Coordinate and oversee the work of collaborating programs, agencies and partners in the administration of countywide contracts.

Reporting and Analysis

  • Research, compile and analyze purchasing and contracts data for management review, or for special areas of customer needs for DCM, using MMP and Workday.
  • Provide detailed and high-level summary reports related to purchasing / contract activities and spend analytics, using MMP and Workday.
  • Maintain list of current contracts for the Department programs, and provide periodic reports for DCM Leadership and Programs, and maintain lists of contracts and associated spending for budget development;
  • Perform analysis of contract utilization and service levels to inform procurement and contracts planning activities with both Central Purchasing and DCM Programs.

Minimum Qualifications/Transferable Skills:

  • Bachelor’s degree from an accredited college or university with major coursework in the area of Business, Finance, Contracts Law, Public Administration or a related field
  • Three years of increasingly responsible contract administration experience in a business or public service environment dealing with contract administration
  • Ability to pass a criminal records check

Onsite Work Location: Multnomah Building, 501 SE Hawthorne Blvd, Portland, OR 97214
Schedule: Monday - Friday 8:00am - 4:30pm. There is some flexibility with the start and end times and a possibility of a 9/80 schedule.
Routine Telework: After initial training, this position qualifies for “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
