Salary: $3,339.00 to $4,493.32 Bi-Weekly ($87,147.90 - $117,275.62/year)
The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters as well as programs that raise awareness and help respond to family violence, sexual violence, and abuse.

QUALIFICATIONS

Minimum Recruitment Standard: University graduation in a field related to the position assignment, supplemented by three years related experience.
Equivalency: Related experience or education may be considered as an equivalency on a one for one basis.

REQUIRED KNOWLEDGE AND ASSETS:

  • Child Intervention Experience: Candidates with direct experience in child intervention are preferred, as it offers valuable insight into the ministry’s operations and enhances the ability to align workforce strategies with program needs and priorities.
  • Exceptional Communication & Relationship Management: Proven ability to communicate effectively with diverse audiences through strong verbal and written communication skills, complemented by diplomacy, empathy, and the ability to build and maintain collaborative networks.
  • Strategic Leadership & Human Resource Expertise: Demonstrated experience leading multidisciplinary teams within complex organizations, with a strong foundation in human resources, business administration, and navigating employer-union relationships, including grievance handling and designated officer responsibilities.
  • Project Management & Organizational Planning: Progressive experience in planning, performance management, and project execution, with a successful track record of initiating and managing change, solving complex problems, and thinking strategically to support organizational goals.
  • Team Development & Operational Excellence: Skilled in supervising and coaching high-performing professional and technical teams, with exceptional time management and proficiency in Microsoft Office Suite to support efficient operations and reporting.

ROLE RESPONSIBILITIES

Are you a strategic thinker with a passion for workforce planning and organizational development? As the Manager of Workforce Development, you’ll play a vital role in supporting the largest regional workforce in the Ministry. Reporting to the Associate Director of Regional Workforce Development, you’ll lead critical HR operations, drive staffing strategies, and champion recruitment and retention initiatives that directly support the lives of Alberta’s children and families. Some of the key responsibilities includes:

  • Provide strategic leadership in the development and implementation of the region’s workforce plan, aligning HR practices with business goals, while managing initiatives related to recruitment, retention, succession planning, performance management, and employee engagement.
  • Lead the coordination and monitoring of regional position management planning across all sites, including tracking and data analysis relating to key deliverables such as FTE allocation and utilization, vacancy rates and workload equalization data.
  • Facilitate staffing discussions with senior leadership and Human Resource Business Partners relating to recruitment and managing employee matters including but not limited to Conflicts of Interest disclosures while maintaining accurate records systems.
  • Support regional practicum placements by supporting the liaison with post-secondary institutions, ensuring affiliation agreements are in place, and placements are in alignment with provincial standards and GOA policies.
  • Monitor compliance on key HR functions including RSW registration, mandatory training, and performance management, while serving as a regional resource for leadership development and coaching.

ROLE REQUIREMENTS

  • Possessing a valid Class 5 driver’s license and access to a reliable vehicle.
  • As per the Health Professions Act, successful applicants must: be registered with the Alberta College of Social Workers (ACSW) to be eligible for this position, if:
  • They have a degree in social work from any university in North America that is accredited by the Canadian Association for Social Work Education (CASWE) or the Council on Social Work Education (CSWE); or They have graduated from an approved social work diploma program in Alberta; or
  • They have, within the last five years, been a registered, certified, or licensed social worker in another province or with a member of the Association of Social Work Boards.
    Pre-employments: The final candidate for this position will undergo an academic verification check and will be required to provide suitable security screening including Criminal Record with Vulnerable Sector and an Intervention Record check. Candidates will provide 2-3 appropriate supervisory references.
