Clinical Operations Manager  Summary: The Clinical Operations Manager serves as the operational lead for program  performance and service delivery systems within the behavioral health department. This role  oversees workflow coordination, referral triage, productivity tracking, engagement and retention  outcomes, prevention programming, case management operations, and data reporting to funders and leadership. The Clinical Operations Manager supports EHR optimization, billing workflow  implementation, onboarding systems, and continuous process improvement initiatives while  maintaining a limited caseload and supervising MSW interns as permitted. This position focuses on operational efficiency, program expansion, and infrastructure development to ensure accessible,  sustainable, and high-performing services Essential Job Duties 1. Lead day-to-day coordination of assigned programs, including Prevention, Case Management, and Differential Response services. 2. Monitor program productivity, client engagement, retention, and service delivery outcomes;track and report on leading and lagging indicators. 3. Compile statistical data and prepare narrative reports for funders, contracts, and agencyleadership. 4. Support implementation and ongoing optimization of EHR systems, documentation workflows, and billing processes to ensure compliance and operational efficiency. 5. Utilize Plan-Do-Study-Act (PDSA) cycles to evaluate and improve workflow, engagement, retention, and service outcomes. 6. Provide administrative supervision to assigned staff, including case managers, community health workers, and support personnel. 7. Monitor caseload distribution, referral triage processes, service timelines, and documentation compliance. 8. Facilitate case review meetings and program conferences focused on quality improvement, engagement strategies, and barrier reduction in prevention programs. 9. Ensure staff adherence to agency policies, funding requirements, documentation standards, and regulatory expectations. 10. Provide supervision to MSW interns in accordance with school and Board regulations, as permitted. 11. Support intern, staff and volunteer onboarding, training, documentation review, evaluation, and professional development. 12. Assist in development and implementation of structured training modules, onboarding systems, and group supervision processes. 13.  Maintain a reduced direct service caseload, including intake assessments, crisis intervention, and short-term treatment services. 14. Ensure all documentation meets agency, payer, and compliance standards 15. Oversee coordination and implementation of Prevention programming, outreach initiatives, parenting groups, and community workshops. 16. Establish and maintain collaborative relationships with community partners, schools, and agencies to strengthen referral networks and service integration. 17. Represent the agency in community meetings, coalitions, and presentations as assigned. 18. Assist with program start-up, service line expansion, and operational development aligned with departmental growth goals. 19. Contribute to development of department policies, procedures, proposals, and grant applications. 20. Provide site leadership coverage during assigned late evenings and occasional Saturdays, serving as the operational lead during those hours. 21. Participate in agency crisis response protocols and support mandated reporting and risk management processes. 22. Demonstrate punctuality, reliability, and consistent attendance. 23. Perform other duties as assigned to support department operations, stability, and growth Minimum Qualifications:  1. Master's degree in Social Work, Clinical Counseling, Public Health, Healthcare Administration, or related field required. 2. Registered Associate (AMFT, ACSW, APCC) in good standing with the California Board of Behavioral Sciences preferred but not required. 3. Minimum 3-5 years of progressively responsible experience in behavioral health, prevention programming, case management, or healthcare program coordination. 4. Minimum 2 years of supervisory or team leadership experience, including oversight of staff, interns, or volunteers. 5. Demonstrated experience with program operations, workflow management, data tracking, and performance monitoring. 6. Experience supporting EHR systems, documentation compliance processes, and billing readiness preferred. 7. Knowledge of behavioral health service delivery models, engagement strategies, and retention practices. 8. Strong organizational, analytical, and problem-solving skills with the ability to exercise independent judgment. 9. Proficiency in Microsoft Office and electronic health record systems. 10. Ability to manage multiple priorities in a fast-paced environment. 11.  Background clearance, TB clearance, and drug screening as required. 12.  Valid California Driver's License and proof Licenses & Certifications:  1.
