Job description
OVERVIEW OF THE JOB
The post reports to the Head of Health, Safety and Fire HMPPS.
The post holder will provide support and advice to the Head of Health, Safety and Fire HMPPS on all aspects of Health and Safety policy and practice covered by this job description (see below) and will deputise on these issues and any other relevant areas agreed in his/her absence.
The post requires active maintenance of knowledge of the operational environment and ongoing engagement with senior operational leads and policy specialists to ensure advice is contextualized by both operational and security needs.
Internally, the role requires engagement with Directors, Regional and Deputy Probation Directors and senior managers across the organisation e.g. HMPPS Executive HSF Sub Committee, Regional SMTs, Governors, Heads of Public Protection, Regional Health and Safety Advisors, HR colleagues at national and regional level and trade union officials. Effective functional links with senior staff in safer custody, offender management within the National Probation Service, security, ICT and learning and development are particularly important internally.
Externally, stakeholders include MoJ Estates, Procurement and Audit functions, cross government groups, Health and Safety Executive (including Custodial Private/Public Sector HS Liaison Group). Principal Capital Construction Contractors, Radiation Protection Services, Protective Equipment Suppliers, Suppliers of Software and Systems for national statutory reporting and assessment processes and CIEH.
The post holder develops effective, strategic policies, systems and guidance for the management of the range of HS risks listed below to which HMPPS is exposed and seeks to ensure and monitor compliance with all relevant health and safety legislation and industrial best practice.
The post drives and co-ordinates a wide spectrum of corporate OHSF functions and is engaged fully with wider HR strategies including wellbeing and absence reduction. The post takes full responsibility for a number of key health & safety policy areas and contracts as listed below.

SUMMARY
The post holder is the specialist responsible for leading and advising on all aspects of health and safety for employees, contractors, prisoners, offenders and visitors. The post holder’s professional expertise and knowledge underpins recommendations and advice to HMPPS on the application of pragmatic risk control, the impact of legislation, vulnerability to loss and compliance issues tby supporting HMPPS’ strategic objectives, especially with regard to the reduction of physical and psychological injury and subsequent absence arising from accidents and violence in prisons and probation.
In support of the Head of Occupational Health, Safety and Employee Assistance the post holder is required to lead on the development of a framework of strategic policy and guidance, systems, standards and delivery health and safety advice and management services for the effective management of health and safety risks and staff wellbeing within HMPPS.
The post holder has a substantial influence on effective management and improved efficiency in Health and Safety on the agency. Most notable are the increased efficiency from better health and reduced injury and illness lost time; the reduction of financial loss via better defended civil claims (c. £30 million p.a.); the protection of reputation via effective and proportionate HS risk management and the improved compliance and monitoring capability delivered by the systems managed.
EXPERIENCE
- A proven track record of delivery of occupational health, employee assistance and safety policy development and implementation in a large, complex business or organisation
- Experience of identifying and implementing continuous improvement in occupational health, employee assistance and safety policy design, drawing from best practice across the private and public sector
- A proven track record in building strong relationships with a wide range of internal and external bodies, partners and senior stakeholders working together to deliver successful policy outcomes
- Demonstrable achievement and understanding of issues relating to diversity and equality in occupational health, employee assistance & safety policy and service delivery
- Demonstrable achievement in building and maintaining credibility with Directors and senior operational managers
TECHNICAL REQUIREMENTS
- NEBOSH Diploma or NVQ 5 in Occupational health and Safety or equivalent leading to and including Chartered Membership of the Institute of Health and Safety (IOSH)
- Evidence of Continuing Professional Development (CPD) required for maintaining Chartered Membership of IOSH
- Chartered Membership of IOSH within two years of taking up posts.
- HMPPS Fire Safety Advisor Qualification to be achieved within one year of taking up post

Responsibilities:
RESPONSIBILITIES, ACTIVITIES AND DUTIES
The job holder will be required to carry out the following responsibilities, activities and duties:
- Provide specialist advice and recommendations to HMPPS on the strategic measures necessary to discharge HMPPS’ legal and policy responsibilities across the areas listed above ensuring compliance with relevant legislation and identifying the best pragmatic approaches to managing these risks.
- Propose innovations and strategies related to the areas listed in order to achieve HMPPS’ strategic objectives in line with HMPPS values.
- Develop and deliver all policies and arrangements (as is legally required) related to the areas listed across all public sector prisons (including High Security) and other HMPPS premises, their employees, prisoners, offenders, contractors, volunteers and visitors.
- Design and develop management of systems for the measurement, oversight and governance of health safety and fire performance across the HMPPS estate including key performance data, e.g. NORCET/PHASE, and Sphera data analysis.
- Co-ordinate and oversee investigations into major health and safety accidents and incidents and the dissemination of relevant information and lessons
learned.
- Advise and liaise with relevant stakeholders on the health and safety issues surrounding DiC casework including coroner’s proceedings, crown censures and prosecutions.
- Implement effective oversight and governance of all HMPPS HS advice in the areas listed as delivered by the Regional and Establishment Health and Safety roles ensuring compliance with legislation and alignment with the national priorities and standards agreed via HMPPS Executive HSF Sub Committee the Directors of HR and PSP/NPS respectively.
- Develop, maintain and use a strategic network to support effective relationships designed to ensure proper co-ordination of the management of HS risk across a wide range of internal and external stakeholders, including, for example:
o Internally: HMPPS Executive HSF Sub Committee, Directors, Regional and Deputy Directors and Governors, Security Group, Safer Custody Group, 131 Solutions.
o MoJ: Head of Estates Directorate, Head of Profession, Head of Audit and Compliance, Government Departments, Cabinet Office, Cross Government Working Groups.
o Externally: Health and Safety Executive (including Custodial Private/Public Sector HS Liaison Group), Health and Safety Laboratory, Public Health England, Health Protection Agency, Principal Capital Construction Contractors, Radiation Protection Services, Protective Equipment Suppliers, Suppliers of Software and Systems for national statutory reporting and assessment processes.
Represent HMPPS in cross-government projects relating to areas listed above such as construction contract planning, cell equipment and design planning, occupational stress management and training and ensuring HMPPS position is represented and interests secured.
- Lead the management and commissioning of external contracts for the provision of national risk assessment and incident reporting software, the provision of asbestos surveys, the provision of DSE assessment and training software, the provision of health and safety technical reference services, the provision of Radiological Protection Advisory Services, the provision of Occupational Hygiene services etc. to ensure efficient, high quality, cost effective solutions to the management of safety, health and wellbeing risks and which make a significant contribution to the management of attendance and employee well-being across HMPPS/MoJ.
- To provide recommendations to HMPPS CEO, Directors, Regional and Deputy Directors, Senior Managers on strategic and significant risk issues relating to health and safety in all the areas referred to, including advice on implementation strategies.
- To provide leadership, guidance and co-ordination in all the health and safety areas referred to for regional and establishment health and safety practitioners.
- To lead on relevant communications with Ministers and other Government Departments including responses to PQs, Ministers cases and FOI requests related to the health and safety areas referred to.
- To represent HMPPS with internal and external stakeholders (including other Government Departments) in matters related to the full range of areas listed.
- Develop and review strategic policy, guidance and systems for managing the range of areas listed and other project areas as required, by using project management methodology, to ensure that the Service meets its strategic objectives and statutory obligations as a minimum; this includes w such policy, guidance and project areas impact on prisoners and their visitors.
- Provide specialist advice, which takes into account wider service objectives, on complex health, safety issues and on all related incidents and trends that could have a major service impact.
- Lead and direct the development of specifications for services required from third party suppliers within the areas listed working with procurement functions and evaluate subsequent bids for tender leading to contract award. E.g. statutory radiation advisory and protection services, personal protective equipment contracts (boots, shoes etc.); lone worker monitoring; asbestos and high voltage survey and inspection services, airborne lead monitoring services,
national incident and assessment software etc.
- Ensure that such contracts awarded deliver efficient, high quality, cost effective, solutions to the management of the full range of relevant risks and which make a significant contribution to the management of such risks across the service. Lead the on-going management of such contracts for HMPPS and other service as appropriate.
- Work collaboratively with internal and external stakeholders to ensure that policy, guidance and systems are fit for purpose and which contribute to operational delivery priorities of improving efficiency and reducing costs.
- Advise Senior Leaders and H&S colleagues on OH provision in their areas of control/ responsibility, taking into account the innt risks and local needs. Monitor and report on the efficacy of all relevant contracts.
- Work collaboratively with internal and external stakeholders including HMPPS’ Co-commissioning, Health and Safety Executive (including Custodial Private/Public Sector HS Liaison Group). Health and Safety Laboratory, Public Health England, Health Protection Agency, Principal Capital Construction Contractors, Radiation Protection Services, Protective Equipment Suppliers, Suppliers of Software and Systems, including on the development of suitable approaches, systems and services.
- Meet the strategic targets set for the relevant agency departments (custodial and offender management) by the HMPPS Executive Management Committee.
- Lead on the development, design and specification of training and development material and interventions across the range of areas listed for example including stress, violence and aggression, vehicle escort, H&S leadership for SMTs including the integration of core HS with national OD and L&D content and the alignment of wider CSL material with HMPPS needs.
- Liaise with private sector on current thinking in lean and pragmatic HS management and develop and implement appropriate models and systems. Design, manage and develop the systems that are in place to monitor compliance with HMPPS OH and HS statutory and policy requirements.
- Ensure that best practice in equality and diversity is reflected in the design of policy, systems and information across all the areas listed.
- Keep up to date with developments right across the OHSF field and maintain own CPD.
