Job Description:
Dewberry is currently seeking a temporary, part-time Access Permits Regional Engineer (APRE) . This individual will be expected to work on-site, in LaVale, Maryland. The primary purpose is to serve as the Project Manager and primary point of contact between the Maryland Department of Transportation State Highway Administration (MDOT SHA) and Federal, State, and local agencies, municipalities, elected officials, citizens, consulting engineers, and the private development community for all developer projects subject to the Access Permits review process. The role ensures that a good balance between safety and efficiency of the State Road network is maintained through the review and permitting of access for developments. To achieve this objective, the APRE coordinates with reviewing offices throughout MDOT SHA, with consulting engineers, and with reviewing offices within the district, including the District Engineer, the Assistant District Engineers, the Resident Maintenance Engineers, the Utility Engineer and the District Chief of Real Estate. The APRE directs the review process and responds to any inquiries or concerns from all parties and ensures deadlines are met. This involves supervising, managing, facilitating, interpreting and/or negotiating the application of MDOT SHA standards, policies and guidelines. To stay informed about the proposed projects, the APRE attends development meetings with developers and county officials offering MDOT SHA perspective on proposed developments. This position also coordinates meetings with stakeholders virtually or in-person in the field or the district office. Stakeholders may include consultant engineers, local, State and federal agencies and MDOT SHA personnel during all stages of a project as necessary. The APRE supervises a full-time in-house Access Permits Consultant Engineer (APCE) and four shared inspection staff.

  • Plans and coordinates aspects of work and reviews work created by less experienced staff.
  • May assist in preparing scope, budgets, and schedules for assignments.
  • Assists with proposals to provide professional services.

Required Skills & Required Experience:

  • 6+ years of related experience
  • Experience with Maryland DOT (MDOT SHA)
  • 2 years’ of experience in the design of site/civil, utilities, and roadway projects preferred.
  • Knowledge of Civil 3D corridors and grading surfaces is a plus.
  • Competent in Microsoft Office programs.
  • Willingness to assist with a wide range of projects and work with multiple project managers.
  • High attention to detail, good organizational and time management skills.
  • Willingness to learn new techniques in drafting and design.
  • Ability and desire to work in a team environment and communicate effectively with coworkers, managers, and clients.
  • Ability to ask for additional direction and assistance when needed.
