The Accounts Payable Manager will manage the accounts payable function for the Legal Aid Agency (LAA), who are responsible for the payment of legal aid to legal aid service providers. The LAA works with providers of legal aid services to ensure fair, prompt and effective access to civil and criminal legal aid and advice in England and Wales

QUALIFICATIONS

Recommended:

  • Level 4 qualification with AAT, CCAB or CIMA
  • working towards qualification with CCAB, CIMA or equivalent

REQUIRED EXPERIENCE

Essential criteria:

  • experience of Accounts Payable processes and controls
  • analytical experience – comfortable working with large and complex data sets.
  • proficient with MS Office applications (eg Excel, Word, PowerPoint)
  • excellent written and verbal communication skills

Desirable criteria:

  • knowledge of Legal Aid Schemes
  • knowledge of Oracle EBS, especially AP module.
  • qualified or part qualified accountant

Responsibilities:

ROLE SUMMARY

The Accounts Payable Manager will oversee the accounts payable function for the Legal Aid Agency (LAA), managing one member of staff. The key focus of the role is to ensure that the weekly payment run to legal aid service providers is complete, accurate and timely, and that ad hoc payments to service providers and individuals are completed promptly, while adhering to all fraud and error control processes.

KEY RESPONSIBILITIES

The job holder will be required to undertake the following duties and responsibilities:

  • manage aspects of accounts payable for LAA to ensure an appropriate level of service is maintained
  • work with internal experts, external suppliers and legal aid providers to ensure all payment processes are operating effectively
  • ensure appropriate controls and segregation of duties are in place relating to the payment run and required manual interventions
  • assist the Financial Accounts team in reconciling historic payment issues and suspense accounts, and provide support to the year-end audit
  • produce and keep up to date process and systems documentation
  • ensure appropriate business continuity plans are in place for business disruption and leave
  • line management and coaching of one direct report

OTHER DUTIES

The post holder will be required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. This may also include working closely with other MoJ technical staff to develop solutions/problem-solve, engaging in project work to drive finance improvements.
