WHO WE ARE SUPPORTING
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.
ESSENTIAL SKILLS AND EXPERIENCE
- Nationally recognized/certified university qualification related to Project Management;
- Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NATO, that is, at least 3 years extensive and progressive expertise in duties related to the function of the post;
- Graduate of the NATO Intelligence Requirement Management and Collection Management Course, the NATO Intelligence Course, and preferably the IMINT Staff Course, or National equivalents, is desired;
- Preview knowledge/experience of NATO JISR systems, policy, and doctrine;
- Previous experience of Space based ISR planning and integration.
DESIRABLE SKILLS AND EXPERIENCE
- NATO and/or military experience desired;
- Knowledge of NATO or National intelligence processes desired

Responsibilities:
ROLE BACKGROUND
Allied Command Operations (ACO) and the NCI Agency are jointly delivering the Alliance Persistent Surveillance from Space Programme. This programme serves NATO and the nations and presents an opportunity to enhance and accelerate situational awareness and decision making through a dedicated programme for the access to shared space data and the integration of the data into NATO systems. Through pioneering the ability of the Alliance to harness space capabilities and deliver operational effect from the Space Domain, this proposal will deliver a step change in the Alliance ability to remain informed through access to Space data.
ROLE DUTIES AND RESPONSIBILITIES
- Represent ACO strategic and operational requirements for APSS activities and planning;
- Be responsible for the operational employment of the programme;
- Coordinate strategic and operational requirements with APSS Allies, APSS Programme Board members, and the ACO Collection Management community;
- Ensure APSS activity with NCI Agency is appropriately prioritised and supported by ACO;
- Coordinate ACO APSS reporting to the APSS Programme Board;
- Be responsible for monitoring Nations and Commercial ISR providers measurement of performance within APSS;
- Other duties as directed by ACOS J2.
- Work closely with NCIA APSS leadership to deliver the APSS programme
