Position Title : Administrative and Finance Officer
Duty Station : Geneva, Switzerland

Type of Appointment : Fixed term, one year with possibility of extension

EDUCATION
- Master’s degree in Finance, Accounting, Business Administration, Management or a related
field from an accredited academic institution with two years of relevant professional experience;
or,
- University degree in the above fields with four years of relevant professional experience.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA),
Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified
Accountants (ACCA) is an advantage.
EXPERIENCE
- Experience in all areas of financial administration including financial management, accounting
and budgeting of Global, Cross-Regional or Regional projects
- Experience in human resources, procurement and logistics;
- Experience using an Enterprise Resource Planning system,
- Experience in emergency operations an advantage; and,
- Experience in monitoring and evaluation and / or audit an advantage.

Responsibilities:
- Contribute to the monitoring and overseeing the financial management activities of the
COMPASS and COMPASS MPF Programmes including the oversight of financial expenditure,
accountability and projectization of staff; and participate in the financial analysis of projects
implemented by the Office as required. - Provide technical support to implementing Country Offices for COMPASS and COMPASS
MPF on matters related to IOM administrative issues and regulations with the view to increase
their effectiveness and compliance; prepare for verifications, monitoring visits, audits and draft
responses to auditors and donors. - In coordination with the RMO, monitor the administrative and financial management for all
activities of COMPASS, COMPASS MPF and projects relevant to the Protection Division. - Monitor budget control processes and the financial status of the Programmes’ activities and
inform and update the RMO and the Programme Coordinators accordingly. Review regular
financial reports, identify bottlenecks and recommend action to resolve problems or correct
errors, and highlight any unusual trends. - Participate in the development of effective monitoring mechanisms and tools to facilitate
analysis, oversight, accountability and senior management decision making. - Draft forecasts, interim and final financial reports to donors and support the preparation of
supporting documents in coordination with COMPASS and COMPASS MPF implementing
Country Offices. - Provide support to the RMO and the COMPASS Management team throughout the
programmes’ cycle to facilitate compliance with IOM’s policies and procedures, IOM financial
and procurement regulations, accounting procedures, and donor regulations. - Facilitate and support the recruitment and drafting of Post Descriptions for support staff under
the COMPASS programmes at PXD HQ, in coordination with the supervisors, RMO and
Relevant Departments in HQ. - Closely coordinate with the relevant administrative, human resources, finance, and
procurement logistics assistants of each of the COMPASS and COMPASS MPF implementing
Country Office to facilitate adequate oversight, compliance and harmonized reporting. - Facilitate the logistical and administrative support related to meetings and events
organization. - Attend coordination and governance meetings, provide updates and support on financial and
administrative matters relating to the COMPASS and COMPASS MPF programmes and
relevant PXD Units. - Perform such other duties as may be assigned.
