GENERAL DESCRIPTION

The Administrative Officer position will be the primary point of contact for the Board Agenda process, and all Public Records requests, assist with implementing and processing the procurements, back-up for Signatory badging processes, and main point of contact for requests from Consular Corps/VIP guests coming to FLL. This position will report to the Administrative Officer, Senior, in BCAD’s Administration Division. The individual will need to use judgment when addressing internal and external customers, as well as to decide on the quality of documents issued for the Department as part of the Agenda process and Public Records requests.
Duties include:
Managing Board Agenda process for all BCAD Divisions from initial internal submission to preparation for final review and submission for the Department.
Managing the intake of requests for VIP/Protocol arrangements for Consular Corps members at FLL. Serving as the point of contact for all Consular Corps, keeping a current list of all Consular Corps contacts, responding to requests for special courtesies, and scheduling VIP Conference Rooms for the Consular Corps traveling through FLL.
Serving as the backup to the Administrative Officer, Senior, for all procurement activities to support all Administration/Executive team members at BCAD, totaling approximately 30 employees.
Managing and monitoring all activities related to the procurement process, including Bids, RFPs, RQSs, and Master Agreements. Preparing and implementing solicitations for advertising, evaluating vendor responses, and preparing purchase orders or special requisitions. Being a Certified Agency Buyer and/or be able to be a Receiver for the Administration Division/Executive team. Assisting with the ongoing contract administration.
Preparing the Department’s Performance Measures by creating a template for each Fiscal Year, gathering the responses from various BCAD Divisions, and analyzing the information before submission to the Budget Office on BCAD’s behalf.
Signatory for Airport security badging - serving as a backup to the Administrative Officer, Senior. Assisting with preparing all appropriate documentation and processing/approving security badges for the Administration/Executive team and other individuals with airport badges.
Preparing reports for the Administration/Executive team relating to travel requests, budget balances, procurement status, etc.
Coordinate and function as the central point for all public records requests for the BCAD/Divisions.
Special Projects, as assigned
Performs related work as assigned.
All Aviation Department employees must possess the ability to interact courteously with the public, Airport vendors, contractors and fellow employees to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment.
Required Certifications/Licenses:
Must possess a valid Florida driver’s license during employment and maintain authority to drive on County business.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a Bachelor’s degree from an accredited college or university with major coursework in business or public administration or closely related field.

(ONE YEAR OF RELEVANT EXPERIENCE MAY BE SUBSTITUTED FOR EACH YEAR OF REQUIRED EDUCATION.)

Requires two (2) years of administrative experience working with high level executives including two (2) years of supervisory experience depending on area of assignment.
