The Administrative Officer is responsible for the administration of a broad range of Sustainable CAP initiatives and programs within the framework of a federal – provincial bilateral agreement. This includes financial administration, agreement administration, compiling and analysing data, preparing reports, managing documents and program records, database administration, and assisting with the Sustainable Canadian Agricultural Partnership (Sustainable CAP) and AgriRecovery bilateral agreement reporting requirements (financial and program performance) including auditing. Due to the complexity and need for real time access of information by program and department staff, accuracy and attention to detail is critical. This position will also be responsible to work horizontally across Manitoba Agriculture to manage the coordination of administrative functions related to program delivery.

Qualifications:
Essential:
- Post-secondary education in Business Administration, Accounting or Finance. An equivalent combination of education and extensive administrative and financial experience my be considered
- Experience in financial management, including budgets, forecasting (cash flow), analyzing and interpreting financial data, processing invoices or financial claims/expenses for payment, and preparation of financial reports
- Experience with program administration, coordination and delivery
- Experience interpreting policies and procedures with the ability to provide accurate information to stakeholders
- Experience drafting, tracking and/or administering agreements and contracts, including obtaining approvals.
- Strong written communication skills with the ability to produce a variety of documents for various audiences.
- Excellent verbal communication skills.
- Experience providing direction to other administrative staff including delegating tasks, coaching, and training.
- Strong interpersonal skills with the ability to establish and maintain working relationships with external and internal stakeholders.
- Strong organizational and time management skills with the ability to independently manage multiple priorities and conflicting deadlines,
- Proficiency with Microsoft Office (Word, Excel, Outlook) and Adobe Acrobat
Desired:
- Experience working with accounting software such as but not limited to: SAP, Dynamics, QuickBooks, etc.
Duties:
- Coordinates financial and performance reporting of monthly, quarterly and annual requests from program leads and third parties.
- Prepares budgets, budget estimates, cash flows, provincial and federal expenditure reports for the Financial Officer’s and Manager’s approval.
- Ensures necessary processes and systems are in place to capture and report provincial matching program funds identified under the Sustainable CAP bilateral agreement.
- Reviews and recommends procedural changes to ensure compliance with policy and improve work processes and maintains appropriate recordkeeping and archiving file systems, including ensuring accurate and complete data is maintained in the Sustainable CAP database, and tracking all grant approvals.
- Prepares contract/approval documentation related to the development of client service agreements and contracts.
- Reviews client financial reports and evaluates submitted program claims.
- Processes all program financial claims, submitting payment requests for processing. Tracks all program financial claims and maintains updated reports for staff.
