POSITION OVERVIEW

Cumberland County Emergency Services Department has an opening for an Administrative Professional. This position plays a critical role in supporting the delivery of essential emergency telecommunications, planning, and fire marshal services across Cumberland County. Responsibilities for this position include managing the clerical and administrative functions of the department, relieving the Emergency Services Director and staff of daily operational tasks. This role involves implementing and overseeing office policies, ensuring procedural compliance, and supervising assigned administrative staff. MINIMUM QUALIFICATIONS

Graduation from an accredited two-year college or technical school with a degree in business administration or the assigned area and two (2) years of experience in office administration or the assigned area or an equivalent combination of education and experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of office practices and procedures; considerable knowledge of office software and applications to the administrative environment
  • Knowledge of accounting methodologies, accounts payable and receivable and payroll procedures in County government operations
  • Knowledge of supervisory practices and of the County’s personnel policies and procedures; the ability to supervise and train others
  • Knowledge of a wide variety of administrative policies, procedures, and laws in support duties and tasks
  • Ability to provide leadership to other support or program staff
  • Ability to set work priorities and organize duties and tasks
  • Ability to gather and give information on departmental programs based on inquiries
  • Ability to analyze processes, procedures, and policies and formulate recommendations
  • Ability to communicate effectively; ability to be tactful and courteous
  • Ability to formulate recommendations in precedent setting situations
  • Ability to formulate, monitor, and present budget recommendations
  • Ability to establish and maintain effective working relationships

Responsibilities:

  • Compiles figures, maintains, and monitors department budget, and prepares revisions, as necessary; prepares and maintains invoices, requisitions, purchase orders, BID info and contracts as directed by the department head
  • Processes time and attendance sheets bi-weekly to include collecting time and leave sheets, and extra duty sheets; check for accuracy, completeness and signatures; enter data into the time entry module of MUNIS; record on leave usage and FMLA usage spreadsheet forms
  • Process NC ABC Application for business establishments to sell/consume/distribute alcoholic beverages). Reconcile department purchasing card(s)
  • Maintain and update data for NC-911 PSAP reporting (detailed annual report of all expenses paid from the 911 fund); prepare annual report
  • Process other accounts and grants as assigned by department director
  • Utilizes computerized data entry equipment and various computer programs to enter, store, manipulate and/or retrieve information as requested; types and/or composes correspondence, agendas, contracts, requisitions, personnel actions, reports, analytical reporting, manuals, statements, schedules, logs, and/or other materials; monitors property inventory; and all administration correspondence
  • Maintains confidentiality of various material and information; maintains managerial files; summarizes information for various reports and other output, selecting data from varied sources; may transmit data electronically to other offices, agencies, etc
