Description:
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
SELECTIVE QUALIFICATIONS
The selected candidate must have a minimum of three (3) years of professional experience in a compliance role(s) and/or a role(s) that requires the interpretation and application of statutes and regulations.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should have experience conducting regulatory and/or administrative investigations. In addition, the desired candidate should have experience conducting hearings as a Hearing Officer, or in a equivalent role(s).
The desired candidate should also have a demonstrated understanding of complex business transactions and financial instruments through professional experience in a role(s) related to taxation, corporate finance, and/or the review or preparation of applications, requests, and/or required disclosures from a business entity that involves entity taxation, finance, and/or restructuring.
Furthermore, the desired candidate should have a demonstrated commitment to public service.
Finally, the desired candidate should have a Juris Doctor (JD) degree.
Responsibilities:
This position will assist the Regulatory and Compliance Specialist in the Office of Compliance and Regulations (OCR)’ Division of Regulatory Affairs (DRA), at the Maryland Cannabis Administration (MCA), with overseeing regulatory and compliance matters. This position will require the ability to understand and interpret applicable statutes and regulations concerning cannabis. This position will also provide research and analytical support to the Office of Compliance and Regulations (OCR) within the MCA, while serving as a liaison to cannabis licensees and other stakeholders.
This position will be primarily responsible for reviewing requests to transfer ownership or control of cannabis licenses, along with reviewing license applications. This position will also be responsible for conducting hearings, as well as for reviewing cannabis advertising for compliance with applicable statutes; investigating regulatory compliance matters related to ownership and control; and developing statutory and regulatory guidance materials for cannabis businesses.
