About the Role

  • Lead the ASC Finance team to provide financial assessments and inclusion services to Sutton residents
  • Lead on the collection of income for care services and provide advice and guidance to service budget holders to manage income collection
  • Ensure effective governance and stewardship of client money in accordance with Court of Protection and DWP procedures for appointeeship and deputyship cases
  • Work with colleagues across other teams to manage the supplier payment process for ASC Providers to ensure that accurate and contractually compliant payments are exported into the corporate payment system
  • Develops the Council’s approach to financial inclusion by identifying and implementing new opportunities for adopting a financial inclusive approach that supports residents and protects the Council’s financial health
  • Ensure that Care Act 2014 statutory guidance include deferred payment, direct payment financial assessments and Appointeeships are followed and adhered to in accordance with this legislation.
  • Lead the ASCF team to provide financial assessments, deputyship and appointeeship services to vulnerable residents in Sutton
  • Ensure an effective relationship with the Sutton Adult Social Care service to provide robust advice, support and challenge in relation to the ASC Finance team’s remit and a joined up approach with the Strategic Finance Business Partners for ASC services

About Us
The Team has a range of operational responsibilities to support Adult Social Care including debt recovery, client financial management and financial assessments for Sutton ASC Service Users and / or their representatives.
About You

The candidate must:

  • Have experience of managing complex casework and working for vulnerable clients
  • Have an in depth knowledge and understanding of the Care Act 2015, the Mental Capacity Act 2015
  • Be resilient and self confident with experience of building effective working relationships with senior officers and elected officials
  • Possess customer focussed approach that is empathetic to customer needs
  • Have strong commitment to designing and implementing services that increase independence and support client wellbeing
  • Demonstrate a capability to work independently, making decisions and taking responsibility for resolving issues
