Bring your expert knowledge of procurement to this role where you will be responsible for effective and cost efficient procurement of parts and supplies for the Aviation, Forest Fire and Emergency Services (AFFES) Branch.

PROCUREMENT KNOWLEDGE:

  • You have thorough knowledge of the principles and practices of procurement and financial administration policies and procedures.
  • You have thorough knowledge of the supply management policies and procedures (i.e. Vendor of Record arrangements, competitive and non-competitive buying protocols, vendor qualifications, evaluation requirements and Delegation of Authority (DOA).
  • You have thorough knowledge of contract administration, procurement processes and fiscal planning, to manage vendor performance and oversee contracts with vendors.

AVIATION INDUSTRY KNOWLEDGE:

  • You have a good understanding of the aviation industry in Canada, North America and Europe and are aware of trends impacting availability or cost in the provision of services.
  • You have the ability to follow Transport Canada Regulations and industry standards, to anticipate impacts on operations in regards to aircraft being unserviceable financially impacting AFFES.
  • You have knowledge of the Canadian Aviation Regulations, as applicable to the procurement and use of aircraft parts and repair/overhaul of aircraft components, to ensure adherence to legislation/regulations and verify suitability of potential aircraft part suppliers.
  • You have the ability to follow aviation store procedures, records retention requirements, age control and certification of aircraft parts and the guidelines governing the trade-in of inventory to obtain new aircraft parts, to investigate parts availability delivery schedules and pricing.
  • You have knowledge of parts catalogues (IPC) and locations of various parts on aircraft, requisition and purchase order procedures as well as aircraft component forecasting, to analyze spending trends and buying habits as well as future forecasts.
  • You understand the role of aircraft parts and warranties as they apply to new aircraft, new parts and newly overhauled components, to ensure that value is obtained from warranties and credit is received for in-house work on components under warranty.

COMMUNICATION AND INTERPERSONAL SKILLS:

  • You have well developed communication, consultation and interpersonal skills to respond to queries and explain in specific detail, product specifications or contract requirements.
  • You have interpersonal skills to consult/liaise with internal and external clients.
  • You have written communication skills, to prepare complex correspondence/ documentation related to procurement activities including reports for ministry
    senior management.

RELATIONSHIP MANAGEMENT, ADVISORY AND CONSULTATION SKILLS:

  • You have the ability to consult and advise management of opportunities to incorporate aviation resources and realize efficiencies and cost saving reductions (i.e. material holding costs/bulk buys).
  • You have advisory skills, to advise management and their staff on the preparation of complex proposals/quotations and ensure that they are complete, clear and adhere to policies.
  • You can liaise with tact and sensitivity and ensure confidentiality with vendors/agencies and staff/managers.

ANALYTICAL SKILLS:

  • You have proven analytical skills to assess quotations and tender submissions and make recommendations where direct cost savings may be achieved.
  • You have work experience to perform post contract evaluations, create and maintain audit ready procurement records.
  • You can read and interpret technical schematics and drawings.

Responsibilities:

  • ensure a streamlined procurement process is in place, adhered to and maintained in the acquisition of all aviation aircraft material purchases
  • assist in the development of procurement planning and acquisitions
  • ensure standards and requirements for the government of Ontario’s guidelines are followed and complied with
  • identify and recommend long and short term strategies and tactics are in place to lower total costs of product purchases
  • conduct analysis and prepare inventory reports to determine stock parts replacement requirements
  • prepare annual cost estimates and maintenance
  • consult with management, staff and specialists regarding procurement processes, requirements, specifications, procedures and best practices
