NHS All-Age Continuing Care (AACC) provides packages of care for adults aged 18 or over and children up to the age of 18 who have been assessed as having a primary health need.
AACC can be provided in a variety of settings outside hospital, such as in your home or in a registered care home.
As the Business Support Manager for the Data Governance Team, you will be working as part of a busy administration function supporting both clinical and operational teams working across multi-agency to ensure statutory requirements are delivered effectively.
To support NHS Lincolnshire Integrated Care Board (ICB) in discharging their responsibility by providing assurance mechanisms to demonstrate that the CHC service is delivering a service which is high quality, effective, person centred and value for money.
The role will be responsible for the management of a detailed data quality plan which ensures the CHC service delivers consistent and accurate data reports which meet the requirements of key internal and external stakeholders, and which supports the ICB in delivering its contractual targets.
The role will also be responsible for the management and oversight of the Broadcare system and working in conjunction with CHS to ensure a seamless transfer of data into a bespoke Broadcare platform.
To lead on developing and implementing a staff training programme which ensures the CHC service and where relevant, the wider ICB are using accurate and consistent data entry processes and methods. Change management will play an important part of this role to deliver this.
To interpret and communicate complex data intelligence in a concise and accessible way, alerting senior management as appropriate where there is a cause for concern so that improvement action can take place.
To support and deputise, when required, for the CHC deputy business and Personal health budget (PHB) lead.
NHS Lincolnshire Integrated Care Board (ICB) is a strategic component of the Integrated Care System (ICS) across Lincolnshire delivering the commitments set out in the NHS Long Term Plan.

In conjunction, with patient experience and the growing demands of our population; we are facing increasing financial challenge. We are required to reduce expenditure to sustainable levels (in alignment to the ICS 5-year strategic plan) which broadly fall into three types of scheme; system wide transformation, system wide efficiency, ICB only efficiency.

The ICB will promote good governance and proper stewardship of public resources in pursuance of its goals and in meeting its statutory duties. Good corporate governance arrangements are critical to achieving the ICB’s objectives and financial sustainability.

  • Work with key stakeholders to develop and implement a data quality plan, ensuring data within Broadcare is accurate and allows for accurate financial and performance reporting
  • Act as Broadcare expert, liaising with the software provider if changes are needed or system failures are escalated
  • Support and train CHC staff to ensure they are aware of Broadcare processes and procedures
  • Ensure invoice queries are dealt with quickly – monitor and report on the position to relevant stakeholders
  • Support the data governance team to develop and implement a process for accurate PHB reporting and monitoring and implementing a financial auditing timetable for direct payment accounts
  • Act as project manager for implementation of new CHC and PHB related IT software and systems
  • Produce and distribute timely and accurate routine and ad hoc data reports for stakeholders in relation to CHC and PHB, summarising issues, identifying trends, appraising outcomes and providing progress updates
  • Validate all data produced , triangulating multiple data sources to ensure accuracy
  • Work with stakeholders to develop CHC and PHB reports
  • Support the design of the CHC and PHB service performance reports to ensure they are purposeful, factual, clear and well-structured
  • Undertake and support audits, as requested
  • Present data reports and relevant findings and statistical information in an appropriate medium to meetings and committees or staff, ensuring an understanding of the data is conveyed
  • Work with CHC teams to develop effective action plans in response to any deterioration of performance
  • Work with CHC team to support training around improving data quality
  • Run weekly, monthly, quarterly and annual data reports from Broadcare, validate data to ensure accuracy and identify and resolve data validation errors prior to sending reports for approval.
  • Support the CHC Leadership team in interpreting national policy and service development, and implementing proposed changes relating to CHC data governance
  • Write and maintain procedural documents relating to the production of CHC reporting
  • Identify and escalate risks, and where appropriate, ensuring actions are completed
  • Ensure KPI report data is accurate, and support the development of additional indicators
  • Upload CHC and PHB submissions to the Strategic Data Collection Service (SDCS), as directed
  • Keep up to date with all relevant CHC and PHB guidance, legislation and NHS targets and ensure the effective dissemination of relevant information
  • Provide data analysis as required using tools such as spreadsheets, web based tools and databases
  • Support and represent the CHC team across a range of internal and external meetings and working groups as required
  • Deputise for the Deputy head for CHC business as required
