Overview:
The Alternate Program Manager/Budget – Pricing Analyst will play a crucial role in assisting our current Program manager in managing and executing projects within the federal and commercial sectors. The candidate must have experience in federal program/project delivery and demonstrate an ability to effectively support program initiatives and objectives. The ideal candidate will also have a strong background in project management, and business analysis, with a focus on long-term budget strategy delivering exceptional results for internal performance.
As a Budget/Pricing Analyst, the candidate must use mathematics and statistical analysis to understand pricing and pricing trends in the federal and commercial market.
Pay: $80k/year - $83k/year

Responsibilities:

  • The Alternate Program Manager (PM) is responsible for the performance of the work in support of the Program Manager, within different verticals (which may include IT, construction, administrative support, and Healthcare).
  • The Alternate PM may have some responsibility along with the PM for the overall management of contractor personnel and all contractual issues that may arise.
  • The Alternate PM must be able to be the primary interface between the Government and the contractor team (exceptional communication skills).
  • The Alternate PM is further responsible for the growth of our organization by maintaining performance and relationships with the employee and the COR.
  • The alternate PM will be responsible for several projects at any given time. The alternate PM will assist in the responsibility of timesheet collection, reconciliation, and reviews before placing them into WAWF when required.
  • Responsible for Assisting the PM in Contract Reporting and Compliance, Contracts Administration, Risk Management
  • Contract Deliverables and Project Management, including Employee Management and Leadership, Employee Onboarding, Training and Workforce Development
  • The Alternate PM may also be required to work after hours (Hawaiian time or OCONUS) to attend, and support scheduled strategic and operational related meetings, as requested by our Leadership team.
  • The Alternate PM must have ongoing knowledge of daily activities within each work section.
  • The Alternate PM establishes workload requirements to align contractor employees to fulfill the task assignments through scheduling.
  • The Alternate PM provides after-hours and weekend contact info for emergency recall purposes up to and including proposal SME support when required.
  • Other duties as assigned.
  • Analyze pricing data from industry standards, and competition, considering previous sales trends from competitors and report data to decision-makers.
  • Identify marketing strategies to increase profits.
  • Develop measurement tools to identify changing market trends.
  • Compare sales trends to previous periods and determine the cause for decrease or increase.

The Budget/Pricing Analyst must be able to utilize business, industry, competitive, client, and technical knowledge to formulate pricing strategy and to execute financial modeling of comprehensive pricing offers that include RFP, RFI, RFQ and modifications that obligate or deobligate funding (Termination for Convenience) on contracts, contract profit, and fringe.

  • Working with our Finance and HR teams to have a complete understanding of both SCA and Davis Bacon Acts.
  • Must be able to deduce reasons for loss of business and determine future increases and forecasts.
  • Must collaborate with Proposal Management and Leadership team to provide recommendations on all pricing activities and preproposal marketing rates as they relate to driving new volume of business.
  • Pricing and negotiation strategy to achieve revenue and profitability targets for net new business client growth and margin retention.
  • Assisting the PM in recognizing trends in Leave without Pay, excessive Paid Time Off usage, and any loss of hours that provides insight into the overall loss of revenue.
  • Must be able to collaborate with team to include the development of ROI models, sensitivity analysis, break-even analysis, and referral trend, productivity, and benchmarking studies.
  • Review and complete financial sections of Requests for Proposals (RFPs) to define and approve scope of work and to forecast accurate revenue/ cost assumptions into client pricing offers, pricing terms of legal contracts prior to submitting to a client and prior to contract execution,
  • Ensure projected pricing improvements are realized and recommend modifications as applicable.
  • Understand and communicate any Equitable Adjustments to the contract.
  • Other duties as assigned

Qualifications:
Educational Requirements – Bachelors of Business Administration with a Focus on Accounting and/or Finance
Experience – At least 12+ years of experience within the Federal Market as a Federal Vendor using management, mathematics, and statistics to understand pricing as well as Contract Management. Our ideal candidate will typically also have experience with managing internal and external relationships with the Federal government and collaborating with our internal team.
