The Alternative Delivery Contracts Strategy Advisor role is a senior position within the Project Development Advisory team , which offers great opportunities for professional growth. You will work directly public and private organizations across the country to fund and finance their infrastructure projects and initiatives, driving both project delivery and business development for the group.

Your Impact

  • Guide public agencies and private sector clients through the delivery of capital projects ranging across the spectrum of transportation, rail, buildings, and other types of capital assets.
  • Advise agencies on methods of project delivery and the financing of capital projects, with an emphasis on alternative delivery methods, including Public-Private-Partnerships (P3), design-build, progressive design-build, and CM/GC.
  • Strategize with agencies and project owners to evaluate project delivery methods and determine the optimal method to fit the owner’s needs.
  • Interface with project owners to determine the goals and constraints for the implementation of their projects.
  • Assist with the development of procurement strategies and drafting of procurement documents for alternative delivery projects, including, for example, Requests for Information, Requests or Qualifications and Requests for Proposals.
  • Advise public agencies and private clients through the procurement process to engage an entity to design, construct, operate, and maintain a capital asset, including in the drafting of evaluation criteria, selecting proposers, and negotiating agreements to close.
  • Develop risk profiles for projects, which includes drafting risk matrices that identify critical risks, facilitating and attending risk workshops, and evaluating the allocation of identified risks for project delivery.
  • Collaborate in a teaming environment with other members of project teams for the successful procurement of alternative delivery projects, including interacting with, and providing appropriate technical advice to engineers, investment bankers, financial analysts, legal counsel, and internal-client procurement teams.
  • Develop strategies for change management and alternative delivery project implementation and setting up the process for agencies to implement these strategies over the life of a project.
  • Advise project managers with respect to ongoing project implementation issues, including change management and the interpretation of alternative delivery contracts.Manage the delivery of large infrastructure projects, including by providing assistance on claims and disputes.

  • Who You Are

REQUIRED QUALIFICATIONS

  • 15+ years of experience in directly relevant endeavors.
  • Bachelor’s degree in a relevant field.
  • Strong written and oral communication skills
  • Proven experience managing projects
  • Ability to think creatively, work independently, and deliver high quality work with minimal oversight
  • Ability to lead teams, synthesize problems, and communicate point of view and analytical results
  • Manage time efficiently while supporting multiple projects in parallel
  • Proven experience in transportation, infrastructure, and related sectorsActive engagement in relevant industry organizations.

PREFERRED QUALIFICATIONS

  • Master’s Degree in relevant field (in order of preference: J.D., M.B.S., Ph. D).
  • Executive-level management experience on major infrastructure projects.
  • 7+ years of direct experience with project contracting and/or alternative project delivery. Knowledge and application of alternative project delivery methods.
