This is inspectional and regulatory work involving enforcement of City bylaws and regulations related to animal control. An incumbent of this class investigates complaints regarding animal related bylaw violations, issues notices, tickets and licences; performs follow-up inspections to ensure ongoing compliance. Patrols by foot, bike or vehicle to observe and enforce violations pursuant to the Animal Control Bylaw and licencing regulations; catches, seizes and transports vicious, injured or stray animals to the veterinary or animal shelter; and assists public coming into the Animal Shelter to reclaim animals. An Animal Control Officer receives complaints and service requests from the public and takes appropriate action; provides information and direction to the public about animal and licencing regulations and the operation of the Animal Shelter. Other responsibilities include cleaning and servicing kennels and equipment; feeds, waters and cares for animals held in custody; sells animal licences to the public, collects revenue, issues receipts, deposits cash and conducts follow up on unlicensed dogs. Performs routine clerical work; documents all pertinent information and completes appropriate forms, records and reports; swears information, obtains warrants, serves summonses and subpoenas and prepares documents and gives evidence in court related to prosecutions of bylaw offences. Performs related work as required.
Qualifications include completion of Grade 12 supplemented by courses relating to animal care, plus, two years experience dealing with animals in an enforcement or investigative capacity; or an equivalent combination of training education and experience. Considerable knowledge of the geographic areas and street layouts of the City along with the knowledge of policies and procedures relating to animal bylaws and licencing regulations. An incumbent will have knowledge of the methods, procedures and equipment used in the catching, care and handling of vicious, stray, sick and maimed animals. The ability to prepare and present evidence and to conduct oneself in court; to safely handle vicious and injured animals; to communicate effectively both orally and in writing and to enforce bylaws in a diplomatic, tactful and discreet manner. An Animal Control Officer will have the ability to establish and maintain effective working relationships with internal and external contacts; to perform clerical and recordkeeping tasks; and to operate a motor vehicle used in the work. Skill in manipulating the equipment used in capturing and handling animals including vicious dogs. A Driver’s Licence for the Province of British Columbia is required. Schedule: 40 hours weekly; Shift hours may vary between the hours of 07:00h and 18:00h, any five consecutive days, Monday to Sunday inclusive.
