This is an ongoing recruitment initiative for the Animal Health Surveillance Veterinarian position until February 28th, 2025 or until the position is filled. Applications will be reviewed on an ongoing basis and candidates only need to apply once.

The Animal Health and Welfare branch of Manitoba Agriculture is seeking an Animal Health Surveillance Veterinarian.
Conditions of Employment:
- Must be legally entitled to work in Canada
- Licensed to practice veterinary medicine in Manitoba, or eligible for full licensure with the ability to attain prior to hire
- Ability to work evenings, weekends and holidays when emergencies dictate. Must be able to travel provincially, nationally and internationally
- A valid class 5 driver’s license and access to a vehicle for travel
- Physically capable to perform the duties of the position including moving animals and carcasses and working psychologically demanding field work under adverse conditions
- Must provide satisfactory criminal record check, and be legally entitled to use firearms, as well as handle and administer narcotic drugs
Qualifications:
Essential:
- Degree of Doctor of Veterinary Medicine from an educational institute accredited by the Canadian Veterinary Medical Association, or successful completion of the North American Licensing Exam (NAVLE) and other pre-requisite exams required to obtain a full license to practice in Manitoba.
- Experience diagnosing and treating disease conditions of livestock and companion animals, especially practicing veterinary medicine with livestock (e.g. cattle, pigs, poultry)
- Experience of sound epidemiological practices for animal disease surveillance, mitigation and response.
- Experience with of Canadian and North American animal agriculture, its structure and function
- Ability to collaborate within multidisciplinary teams including internal and external stakeholders
- Ability to work independently and take initiative by anticipating potential issues and taking action to resolve them.
- Strong organizational and time management skills.
- Excellent written communication skills to write animal health surveillance and disease response plans, disease investigation reports, scientific articles and government program and policies documents.
- Excellent verbal communication.
- Ability to develop and deliver presentations to external and internal stakeholders, i.e. scientific presentation to a variety of audiences at technical and non technical levels.
- Proficiency in Microsoft Suite (Word, Excel, Outlook and PowerPoint).
Desired:
- Experience of statistical software, database systems i.e., Stata, R, Power BI is an asset.
- Graduate degree in epidemiology, public health or related program or an equivalent level of experience in managing disease control programs. Advanced training in epidemiology, animal health or related studies.
Duties:
Join Our Team as an Animal Health Surveillance Veterinarian in the Office of the Chief Veterinarian.
The Animal Health Surveillance Veterinarian (AHSV) is the senior Veterinary Medical Officer that acts as the professional operational liaison of the department with the animal health program levels of other stakeholders such as The Canadian Food Inspection Agency (CFIA), provincial and state agricultural departments, livestock and poultry organizations and Manitoba Environment and Climate Changa and Manitoba Natural Resources and Indigenous Futures. The AHSV is the provincial expert in animal surveillance and epidemiology and is expected to establish and sustain a vision for the direction of the department’s regulatory, education, research and policy activities in the surveillance, prevention, mitigation and response for animal disease. The focus is on emerging, endemic and reportable animal diseases that significantly impact livestock agriculture, the environment and trade. The AHSV, in consultation with other professional and technical staff, is expected to establish an environment that provides a respectful, engaging workplace that facilitates a high level of individual and group productivity and creativity.
As a member of a professional team and under the general review of the Chief Veterinary Officer, the AHSV will function as the animal health lead working on the department’s multidisciplinary teams that include One Health, Extension, Livestock and Poultry production, Animal Welfare, Emergency Management, Food Safety and Agri ecosystems. The AHSV is expected to assume a major independent responsibility in the development and oversight of animal health program policies, procedures and activities. The AHSV will develop and lead effective collaborative working relationships with many other agencies and organizations that are involved with prevention, preparation, mitigation, and response to significant endemic, emerging, and zoonotic animal health threats. As a senior Veterinary Medical Officer with advanced scientific qualifications, supervisory capacity and regulatory responsibility, the AHSV may be designated by the Chief Veterinary Officer to act in her/his stead.
