JOB DESCRIPTION

Creative Corrections is actively recruiting exceptional candidates to be considered for a position as an Anti-Terrorism Officer for the U.S. Army Human Resources Command (USAHRC) this position will be at the HRC LTG Timothy J. Maude Complex in Fort Knox, Kentucky. This is a full-time anti-terrorism officer to interpret higher level requirements and advise on necessary internal implementing guidance and periodic examination of current command policies. Government funded training will be provided to meet requirements of changes effected during contract administration. Assists implementing command policy according to the Government program manager’s direction, then staffs and promulgates those actions. Publish such materials as necessary to instruct the command in effective techniques for an Antiterrorism Program. Provide input to a portion of any information dedicated to Antiterrorism and products available to the command. Provide capability to conduct Antiterrorism assessments of subordinate elements of the command. The contractor shall determine the effectiveness of Antiterrorism programs. The contractor shall travel, at the direction of the Government, to subordinate commands and installations to perform detailed assessments and prepare related reports on observations and recommended improvements to the program. Provide a full-time capability to develop and assist in the presentation of training at the command headquarters as well as the capability to assess the training programs of subordinate elements. Assessment of training must conform to the internal command policy. Specifically, the contractor may assist with mass awareness training sessions on a recurring basis for the entire headquarters complement as well as tailored, country-specific threat briefings for travelers with destinations outside the United States, its possessions, or territories. This requires access to the SIPERNET to provide the current threat information in the areas of terrorism, crime, espionage, and health, commensurate with the traveler’s security clearance. The contractor must interpret current intelligence in order to identify trends and recommend practical security measures for the command in general as well as for individual travelers. Conduct Antiterrorism related studies and analyses IAW applicable Army regulations. Provide support for contingencies or on an emergency basis, as needed/required.

PERSONNEL QUALIFICATIONS

  • Shall possess prior experience conducting antiterrorism program management and assisting in delivering training.
  • Successful completion of the DA approved AT Level II Antiterrorism Basic and Advanced Courses at Fort Leonard Wood, MO, or with one of their Mobile Training Teams (MTTs).
  • Attendance and completion of newly developed courses at Government expense, as approved by the COR, to maintain academic currency and to enhance the contractor’s understanding of current and emerging AT topics. These courses include but are not limited to: the resident PS Managers Course at Fort Leonard Wood, MO, and the OPSEC Level II Course. Costs incurred for successful completion of this training will be funded through the Travel CLIN. Costs incurred for unsuccessfully completed courses shall be the responsibility of the contractor.
  • Previous experience in the G-3 Operations Directorate or a Command, Division, or General Staff; assignments in a J-3 Operations Directorate; and/or prior experience serving as an Antiterrorism Officer (Government) or as an Antiterrorism Specialist (Contractor), in the last five years prior to contract award.
  • Completion of the PS Manager Course and/or other AT/FP-related courses.

Responsibilities:

  • The contractor shall be responsible for conducting assistance visits and assessments of HRC’s two subordinate units and preparing results and findings from those visits. The contractor shall also complete an HRC AT risk assessment on the LTG Timothy J. Maude Complex and ensure HRC is compliant with all AT Standards from AR 525-13. Assessments are generally targeted in April of the contract year.
  • The contractor shall conduct planning, preparation, and assist in the execution of AT-related training exercises (tabletop and full scale) as mandated by regulatory guidance. The contractor shall assist in providing supplemental training to HRC personnel, as needed, which may include active shooter response training. Ensure all exercises from other protection areas are reviewed for AT considerations and that AT is incorporated so that HRC can achieve maximal results from each exercise.
  • The contractor shall be responsible for maintaining, updating, and streamlining the HRC AT Plan, AT Communications Plan, Command AT Strategy, and other associated plans, documents, and policies that directly contribute to or support the HRC AT Plan. The contractor shall be a member of the HRC Protection team and shall be a member of all Protection Working Groups, Protection Executive Committees, Threat Working Groups (HRC and installation), and other venues where the subject matter touches on AT areas. The contractor is responsible for making slides and preparing briefing materials for CoS Updates, Protection Working Groups (PWGs), and Protection Executive Committees (PECs). The contractor shall interpret and recommend enacting, as necessary, higher-level guidance to ensure HRC plans meet emerging HQDA guidance and policies. The contractor is responsible for maintaining, updating, and improving the HRC barrier plan which protects HRC assets for increased Force Protection Condition (FPCON) levels.
  • The contractor shall review all materials used to brief foreign visitors or VIPs prior to their dissemination or use in briefings for information that may adversely impact HRCs security/threat posture. This includes any information that may leave the command for publication in journals, news articles, etc. The contractor shall track requested changes through to the final product to ensure no compromising information is released.
  • The contractor shall be responsible for the verification of all military and DA Civilian overseas travel and TDYs. This includes screening for security requirements, threat levels, and criminal levels, and completing the HRC Overseas Travel Form (AHRC 4172) for all traveling personnel as well as validating their Isolated Personnel Report (ISOPREP) and maintaining a log of all travelers. The contractor shall also maintain 4172s in HRC’s online SharePoint and shared drive for section/G3 visibility and historical record keeping purposes. The contractor is responsible for the update and maintenance of the HRC Overseas Travel SOP.
  • The contractor shall load all command results and assessment information into the Mission Assurance Risk Management System (MARMS) and other systems which are the HQDA system of record for identifying and mitigating threats. The contractor shall concurrently load information into the Strategic Mission Assurance Data System (SMADS) for HRC Mission Essential Vulnerable Asset (MEVA) which allows visibility at the Army level. The contractor shall create reports as required for inspections or for use in threat related documents or measures.
  • The contractor shall monitor the national threat level, receive FPCON increase (or decrease) guidance, recommend enacting that guidance, and monitor to ensure the effects are in keeping with higher level Army guidance. The contractor shall change HRC signage and issue approved command guidance, as required, to ensure HRC employees are informed.
