KNOWLEDGE, SKILLS & ABILITY:

  • Considerable knowledge of principles of application development, database management, systems programming, systems integration and decision support.
  • Demonstrated expert knowledge in the principles of client-server development.
  • Knowledge of the principles and techniques of data modeling, including experience with data modeling tools.
  • Considerable knowledge of data warehouse extracts, transformation, and load procedures.
  • Demonstrated expert knowledge of one or more query/reporting tools.

EXPERIENCE AND TRAINING

General Experience: Eight (8) years of progressively complex programming, system analysis and design experience, or data management experience in a multi-platform environment. If the position is for application development, two years of the general experience must have application architecture responsibilities.
Substitution Allowed: Bachelor’s degree in information systems management, engineering, or closely related field may be substituted for four (4) years of the general experience.

SPECIAL REQUIREMENTS:

  • A deep understanding of an Entra hybrid configuration including a process to sync relevant account data is required.
  • Knowledge and experience working with Identity Lifecycle Management
  • Knowledge and experience working with Identity and Access Management
  • Knowledge and experience with Federated Authentication including SAML, OAuth or OpenID

PREFERRED QUALIFICATIONS:

  • Working knowledge of NAC, LAN/WAN and Network Segmentation processes.
  • The candidate should have experience with Identity and Access Management in Microsoft Entra as well as Microsoft Active Directory.
  • An understanding of cloud security, specifically Azure, MS O365, Conditional Access, and Azure DLP is preferred.
  • PKI management for internal and external environments
  • Experience with Cisco DUO a plus
  • The candidate must have experience in troubleshooting and resolving problems in a systematic and logical manner and maintain good communications with all relevant parties throughout the troubleshooting process.
  • Experience with Information Technology Security.

Responsibilities:

  • Provides technical leadership; collaborates with IT management in setting guidelines and standards, ensuring that systems are consistent with IT long-term strategies.
  • Schedules, assigns, oversees, and reviews the work of assigned staff.
  • Provides technical direction to project teams.
  • Applies personnel policies and procedures; conducts employees’ performance evaluations and reviews if applicable.
  • Coaches and mentors less experienced technical personnel and provides feedback; oversees training of personnel.
  • May be required to prepare unit’s budget subject to administrative review.
  • Leads/participates in project planning sessions with clients or IT management.
  • Provides solutions and evaluates the merit of each solution including highly complex issues.
  • Maintains industry knowledge in quality processes and implements best practices.
  • Drives new theories and internal practices and coaches others in problem-solving techniques and methodologies.
  • Makes recommendations on business process improvements via the use of information technologies.
  • Performs other related duties as required.
  • Works on multiple projects including complex integration efforts and transitioning applications to new technologies.
  • Defines and develops the project scope of multiple complex projects.
  • Defines system architecture and design alternatives/solutions by translating business and technical requirements.
  • Leads the evaluation and selection process for application packages to meet solutions.
  • Recommends testing tools, middleware, and database management systems.
  • Makes recommendations towards buy vs. build decisions surrounding applications.
  • Identifies solutions to complex system requirements; devises or modifies procedures to solve problems.
  • Designs component architectures that make use of multiple tiers to provide insulation from changes in application interfaces and databases.
  • Oversees in a lead role projects related to the development of information systems.
  • Adheres to quality standards and procedures; oversees unit testing ensuring applications meet specifications.
  • Coordinates and manages the integration of cross-functional systems.
  • Documents changes to architecture integration plans and conversion plans.
  • Develops and maintains system and application architecture diagrams.
  • Provides organization-wide data modeling and database design.
  • Defines data architecture standards, policies, and procedures for the organization structure, attributes, and nomenclature of data elements.
  • Designs and constructs data architectures, operational data stores, and data marts; applies accepted data content standards to technology projects.
  • Develops and implements database systems strategies that ensure control, integrity, accessibility, and security.
  • Develops and implements backup and recovery strategies; expert management of data shared across functions or the enterprise.
  • Sets direction for database design principles and practices.
  • Provides consultation on design, performance, and optimal hardware and software configuration, design of complex, multi-platform databases.
  • Monitors industry trends and directions for physical design tools and techniques, and assesses the impact on the organization.
  • Designs new processes, collection methods, and models based on continuous improvement.
