Description:

The Procurement team works within the Procurement Contract Management Framework with the strategic purpose to strengthen governance, compliance, reporting of strategic procurement activity. Excellent written skills, document management and a keen focus for compliance of the Commonwealth Procurement Rules, Procurement Connected policies, the PGPA Act, legislation and DVA policies are key skills for the role.
The APS6 Procurement Officer must work collaboratively with program areas to review and provide guidance and support in relation to procurement activity to ensure effective and compliant procurements are achieved on time.
Responsibilities:
- Record Keeping: Prepare, action and record complex correspondence, corporate documentation, reports, proposals relating to procurement activities.
- Probity and Quality Assurance: Develop, conduct and report on probity and quality assurance, and educate business areas on procurement compliance measures.
- Risk/Issues Management: Create, review and update risk and issues assessments and related documentation across a broad range of procurement activities.
- Strategic Supply Planning: Undertake strategic supply planning, including defining outcomes and specifications, market research and analysis, obtaining spending approvals, setting timeframes and monitoring progress against these.
- Preparing to Approach the Market: Lead and manage the development of tender management plans and procurement documentation which promotes the Department’s business objectives.
- Approaching the Market: Liaison and maintain working relationships with a range of stakeholders in a professional and appropriate manner including resolving complex issues, ambiguity, conflict and sensitivities.
- Evaluating Submissions: Lead a team in the development and implementation of tender evaluation activities and reporting of tenders.
- Source to Contract: Undertake negotiation of contract terms and develop procedures to ensure successful transition to contract management process.
- Relationship Management Process: Represent the Department at meetings with stakeholders including dealing with complex and contentious matters requiring persuasion and sensitivity, and negotiating the resolution of issues and disputes.
- Business Support Process: Coordinate and implement continuous improvement initiatives across the team and develop systems and processes to support business improvement strategies, including identifying areas for improvement.
