AREA HIGHWAYS MANAGER - NORTH

Permanent, Full Time
£59,369 to £69,846 per annum

Essex Highways is responsible for managing and maintaining one of the largest highway networks in the country: 5,000 miles of roads and around 5,000 miles of footways. Essex Highways is a delivery partnership between Essex County Council and our contractual partner.
Essex Highways Managers deliver a safe, sustainable and effective highway network for all road users, through sound asset management, scheme/programme identification, delivery, maintenance and management of the network. Liaising directly with elected members, district councils, strategic partners and other providers, the role will manage the implementation of the programmes of work relevant to an operational/service area, in accordance with the strategies and policies of the Council.
The role will be responsible for overseeing services delivered by a number of functional groups and significantly contributing to the development of the service. As a senior leader a high level of technical knowledge and experience is required to direct complex projects and provide technical support.

Responsibilities will include…

  • Developing and delivering strategic highways and transportation strategies, policies, plans and services across the County to deliver economic growth, housing and improving the quality of Essex roads in line with the wider strategic vision.
  • Financial management and budgetary control relating to functional service area, to evidence efficiency and value for money.
  • Clear and robust leadership of group to ensure that staff are clear of their direction, motivated and that productivity is maximised. The group performances to be regularly monitored to ensure staff are developed positively driving efficient delivery.
  • Creating and reinforcing a strong customer focussed, responsive and flexible culture, role modelling behaviours leading to and delivering customer focussed and responsive services.
  • Driving change using business knowledge and expertise to lead teams to deliver services to the appropriate standard and to continuously seek innovative and efficient ways of working to meet customer expectations.
  • Prioritising resources and equipment to ensure delivery of contractual compliance, including health and safety, environmental and CDM requirements.
  • Act as expert witness at Crown Court, public enquiries and hearings, preparing detailed evidence as a specialist on practice issues and liaising with counsel and solicitors in case preparation.
  • Operational delivery of critical operational services and programmes of work, including out of hours service provision. Responsible for delivery of profit related key performance indicators agreed on an annual basis.
  • Working within a complex environment across a multi-disciplinary team operating on a geographical basis with other professional disciplines both within and outside of ECC. This includes collaboration and partnership working across I&E and District partner authorities, government agencies and private sector agencies.
  • Accountable for Health and Safety, Environmental & Quality Management System and Construction Design Management in a positive and constructive manner, with the aim of minimising work-related injuries by implementing ECC and Essex Highways policies and procedures.

You will bring…

  • Educated to RQF Level 6 in related subject or equivalent proven experience in the field of highways and/or transportation.
  • Evidence of continuing professional development, and expert knowledge in relevant professional area with Membership of the Institute of Civil Engineers, Institute of Highways & Transportation, Institute of Highway Incorporated Engineers, or other appropriate professional body.
  • Post graduate qualification in management or equivalent proven experience in the management of staff, staff development and performance management.
  • Evidence of post qualification experience in the field of highways and transportation and project management and implementation.
  • Expert knowledge and experience of managing highway services including statutory processes with comprehensive knowledge of relevant legislation, design standards, type approvals and local government procedures.
  • Deep understanding and experience of financial management, including forward planning of programmes of work, budget accounting and monitoring of expenditure with the ability to work with complex statistical, and performance information.
  • Excellent leadership of multi-faceted teams of people, creating a high performance culture, investing in and developing specialist skills and expertise and bringing together diverse capabilities to achieve common goals. Management of staff and apprentices including staff development and performance management.
  • Excellent communication skills, both verbal and written, with experience of presenting to a wide range of audiences. Ability to build strong working relationships both internally and externally which are collaborative and influential in nature.
  • Experience in advising elected members or directors and influencing local decision makers and other stakeholders with a knowledge of the structure of local government, the role of elected members and current issues facing local government.
