Description:

ARPA-H HLS MID LEVEL ANALYST

Amentum is looking for HLS industry personnel to expand our health technology development capabilities and offerings for the Advanced Research Projects Agency for Health (ARPA-H) as well as our Department of Defense (DoD) and other public health client space.
We are interested in personnel with technical and managerial experience supporting Government technology development projects, preferably in the health technology or public health sectors. Program Analysts and subject matter experts (SME) will perform in a hybrid role, working with the Government to help define, execute and manage their technology development programs, as well as supporting ad hoc Amentum proposal support needs.

Education or experience relevant to one or more of the following focus areas is REQUIRD:

  • Biostatistics/Data analytics
  • Public Healthcare Policy/Epidemiology
  • Bioengineering, Medical devices, diagnostics and digital health domains
  • Transition of Life Science products to commercialization
  • Genomic/Cell and Gene Therapy/Precision medicine
  • Molecular biology/Immunology/Oncology
  • Health care provider system / public policy

MINIMUM REQUIREMENTS:

  • Master’s degree (MBA, MPH, MPA) in an area applicable to the advancement and dissemination of products and services in a FOCUSED AREA ABOVE
  • At least 10 years of significant demonstrated executive level technical experience in Industry, Government, or academia in areas relevant to the FOCUSED AREA ABOVE
  • Demonstrated experience in planning, coordinating, and executing programs.
  • Demonstrated proficiency using modern PC computer techniques, systems, and tools such as Microsoft Word, PowerPoint, Project, and Excel.

DESIRED EXPERIENCE IN AT LEAST ONE OF THE FOLLOWING AREAS:

  • Experience providing technical, management, or financial support for the execution of advanced technology development programs in the health sciences or public health sector
  • NIH or other federal grant program experience w/an understanding of the HHS public health communities to include Government, industry, and academic stakeholders.
  • One year or more healthcare experience working with an ARPA agency (e.g., DARPA, IARPA, HS-ARPA) is highly desirable.
  • Project management experience leading an interdisciplinary project team
  • Ability to quickly identify and resolve program execution and issues.
  • Expertise in implementing the Government acquisition process for new programs, including development of acquisition plans, drafting program solicitations, providing subject matter expertise for proposal evaluations and contract execution. .
  • Preferred candidate has broad interpersonal network in the health technology space. Experience in business development and proposal development.
    Because the candidate will be expected to develop strong relationships with existing and new customers, location in the Washington DC metropolitan area is highly desirable to ensure responsiveness, although partial telework will be permitted.

Responsibilities:

  • Providing expertise and assistance to the Government PM and Project Lead in the execution of multiple advanced technology development programs
  • Integrating and coordinating program activities with the Program Manager and other government and support team members
  • Performing detailed task planning and overseeing execution progress
  • Providing technical support and technical monitoring of Government projects
  • Overseeing scheduling of program activity and milestones, budget execution, and contractor progress
  • Leading programmatic and technical discussions with Government and industry teams to initiate new program concepts and discuss program planning and execution approaches.
  • Managing and prioritizing support activities to ensure efficient operations and that all products are completed accurately and on schedule.
  • Presenting program briefings to all levels of the Government
  • Authoring program plans, briefings, and technical reports
  • Organizing and hosting technical meetings and conferences
