Description:

Under the general supervision of an Area Supervisor, the Assessor is responsible for overseeing the collecting, recording, verifying and analyzing property and business data. The Assessor prepares and presents evidence at appeal tribunals. The Assessor will be responsible for valuation projects where they would be required to mentor, manage, supervise junior staff and provide approval of work product.

As the Assessor, you will:

  • The Assessor will train, mentor and support junior staff with collecting, recording, verifying and analyzing property and business data.
  • Prepare and present evidence at appeal tribunals.
  • As the subject matter expert the Assessors provides high-level support in developing assessed values, and assigning classification and liability status for all types of properties.
  • Gather, record and analyze assessment-related data for the purpose of assessing all property including the most complex properties.
  • Assist the Area Coordinator in the supervision and direction of work.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • A Certificate in Real Property Assessment (CRPA) or a Post-Graduate Certificate in Real Property Valuation (PGCV).
  • A diploma in Urban Land Economics.
  • The designation of Accredited Assessor, Manitoba (AAM) from the Association of Assessing Officers of Manitoba; Certified Assessment Evaluator (CAE) from the International Association of Assessing Officers; Accredited Appraiser Canadian Institute (AACI) from the Appraisal Institute of Canada. Accreditation from other assessment jurisdictions will be considered.
  • Must have five (5) years of prior related work experience.
  • Experience defending property valuations at appeal tribunals. Real estate presentations to other governing bodies would be considered (Arbitration, negotiation, expert witness testimony and litigation support, expropriation, or tax assessment appeals).
  • Previous customer service experience.
  • Previous experience with coaching, mentoring or training.
  • Previous experience in building trades, property management, valuation, real estate preferred.
  • Thorough knowledge of the techniques and application of real property mass appraisal methods.
  • Ability to assemble, comprehend, analyze and draw conclusions from diverse information and data.
  • Ability to prepare technical reports, procedural manuals and instructional handbooks.
  • Ability to coordinate and direct the activities of teams and gain the cooperation of others.
  • Ability to prepare for and conduct formal training sessions.
  • Ability to work independently and meet production deadlines.
  • Thorough knowledge of computer systems and demonstrated ability to work in a technically advanced office environment.
  • Advanced communication skills both written and verbal, multi-tasking and time management.
