JOB SUMMARY

The Assessor Manager oversees a team of assessors responsible for producing fair and equitable property assessment. The Assessor Manager is responsible for ensuring assessors appraise and classify all real and personal property within Chisago County. This position will be the primary resource to the assessment team for training, physical inspections quality, sales verification and eCRV processing, and data entry to both CAMA and Tax software.
As a member of the assessor team, our responsibility is to fairly and equitably assess and classify properties for ad valorem tax purposes in accordance with Minnesota state statutes. We provide high quality customer service with the ability to answer questions about valuation, classification, and taxes. Administrative work involving specialized knowledge of valuation and classification principles and procedures, tax programs, processing of sales and reporting of Certificates of Real Estate Value, and PRISM reports for Department of Revenue. Accurately enter all computer data. Must be able to read legal descriptions. Assists in technical and field work involving appraising and classifying real estate and personal property for tax assessment purposes; and performs related duties as required.
The Assessor Manager will join the leadership team with the County Assessor and Assistant County Assessor. They will assist in personnel decisions related to hiring, performance and/or disciplinary actions.

- Knowledge of the principles and procedures of property appraisal, property tax classifications, building construction costs and land qualities.
- Knowledge of Minnesota Property Tax Statutes that pertain to the ad valorem tax process.
- Skill to perform physical property reviews of all property types.
- Skill to analyze sales to assist in making market adjustments which influence the market value of properties.
- Ability to work independently while performing assessment reviews.
- Ability to communicate and interact with a wide variety of people, both in-person or virtually.
- Ability to handle stressful situations.

Responsibilities:

  1. Provides Leadership, Training, Coaching and Mentoring to the assessors.
  2. Participates in selection and interviewing of new assessors to Chisago County.
  3. Ensures property evaluations establish a fair and equitable assessment.
  4. Establish and Maintain a Residential/Agricultural manual for training purposes.
  5. Conduct sales ratio study; proofs assessment data; verifies the validity of the eCRV and sales transaction; develop recommendations for adjustments to cost and depreciation tables; analyzes cost manuals to determine the appropriate valuation manual to use; conducts various special studies. Quality control of all Residential, Agricultural, Seasonal Recreational sales, assisting assessor staff with sales verifications and processing.
  6. Physically views and inspects properties in a jurisdiction based on a mass appraisal model. Verifies quality, condition, age, measurements, and amenities regarding the buildings on the property. Verifies different land types and size of each type on the property. Enters all data accurately and updates parcel records, to establish the estimated market value of the property.
  7. Assess complex Residential, Agricultural and Seasonal Recreational properties within Chisago County, including processing any applications and eCRVs. Assess in all jurisdictions of Chisago County, as needed, for all property types.
  8. Determines the classification of a property based on the use of each property. Needs to accurately input information based on the classification.
  9. Provide high quality customer service. Communicate information to property owners or the public regarding property values, classification, and taxes. Assists with interpretations of policies, procedures, laws, and ordinances.
  10. Negotiate and prepare for tax court. Testify concerning all areas of property assessment.
  11. Represent Chisago County at Local and County Board of Appeals and Equalization meetings. Prepares documentation, appraisals, market analysis, and comparable property sheets, for Boards to make informed decisions regarding the property.
  12. Assist in creating a quintile plan for assessors. Monitor the progress of the staff throughout the year to ensure the completion of the quintile and new construction assessment.
  13. Ability to analyze factors which influence the value of property and to exercise sounds judgment in determining property values.
  14. Reads, reviews, interprets blueprints and plans for new construction or remodel/additions, inspects, and verifies data and/or percentage of completion. Enters new data and calculates new improvement values.
  15. Works with GIS mapping; verifies legal descriptions; ensures that parcels are accurate; participates in splits/combinations and other mapping procedures.
  16. Investigates and makes recommendations in the abatement process. Fills in the required information to process the abatement.
  17. Performs a variety of clerical duties in checking, compiling, and entering appraisal and assessment information. Enters new information into the CAMA and Tax System accurately. Process applications for special tax classifications or programs like Homesteads, Green Acres, Managed Forest Land, etc.
  18. Exercise self-control, responsibility, courtesy, and patience while dealing with a stressful situation.
  19. Ability to understand and calculate a tax estimate for specific property types.
  20. Other duties as assigned.
