Description:

SKILLS

  • Comprehensive knowledge of GIS technology, principles, standards, techniques and procedures.
  • Experience with GPS and the development of data capture methods and techniques using mobile technology.
  • Working knowledge of mapping principles, coordination of geometry and mathematical principles, and the surveying principles, techniques, and procedures as related to the work.
  • Proficient in computer software, including Microsoft Office and asset management software.
  • Comprehensive knowledge of engineering terminology, materials, equipment, practices and techniques.
  • Ability to configure system software, develop reports, procedures and guidelines.
  • Ability to investigate and resolve software problems.
  • Strong organizational and time management skills.
  • Maintain professionalism and discretion when working with internal and external stakeholders.
  • Excellent verbal and non-verbal communication skills.

QUALIFICATIONS

  • Completion of a post-secondary program in Asset Management, Engineering Technology, Civil Engineering, Mechanical Engineering or a related field.
  • A minimum of three (3) years in infrastructure asset management, preferably in public infrastructure experience.
  • Experience in using and maintaining asset management software.
  • Experience with asset management software is considered an asset.
  • Experience conducting field surveys and gathering attribute data is preferred.
  • Project management experience is considered an asset.
  • Local government experience is preferred.
  • Knowledge of relevant legislation and best practices for public infrastructure management is preferred.
  • Proficient in working with QGIS, ArcGIS, and AutoCAD Civil 3D is considered an asset.
  • Valid Class 5 BC driver’s license.
  • Clean driver’s abstract.
  • Clean police information search (not required at time of application).
    This is a regular full-time unionized position, that works 35-hours per week and is funded by Provincial grants. The hourly rate is $39.76 per hour plus an attractive benefits package.

Responsibilities:

  • Enter and update asset information into the asset management software, ensuring data integrity and accuracy.
  • Ensure all asset-related documentation is complete, accurate, and properly filed.
  • Perform a variety of field inspections to conduct condition assessments of existing assets and develop/maintain a database of inspections and asset inventory.
  • Perform, assist and order surveys, inspections, and other data collection as required.
  • Assist with developing and coordinating GIS databases to support asset management processes, including mapping, spatial analysis, and data visualization.
  • Provide support with preventative maintenance scheduling and entry of asset inventory into asset management program.
  • Work collaboratively with all departments to collect asset information, and provide critical information that supports preventive maintenance and asset replacement decisions.
  • Generate and review reports on asset status, utilization, and financial impact; assist with preparing reports for audits and management reviews.
  • Assist in ensuring compliance with company policies and procedures, as well as regulatory requirements related to asset management.
  • Develop customized reports and reviews data for completeness and accuracy.
  • Support Finance where required to maintain the tangible capital assets inventories and complete financial reporting for District assets.
  • Participate in the development of asset risk ratings.
  • Participate in the development, monitoring, analysis, and reporting of infrastructure performance and risk ratings with respect to service level standards and life-cycle costs.
  • Assist and train users in the effective use of the asset management software and necessary hardware, including assisting in the development and maintenance of training documentation.
  • Conduct regular physical inventory checks and audits to ensure accuracy of asset records and address discrepancies.
  • Assist with planning projects and development review, as it relates to asset management.
  • May be required to travel for training and professional development purposes.
  • Performs other assigned duties as required.
