Description:

Under the direction of the Chief Zoning Officer, the Assistant Chief Zoning Officer provides leadership, day-to-day problem solving, supporting the branch by monitoring staffing versus workload assignments, and level of staff output performance. The Assistant Chief Zoning Officer has oversight of the day-to-day operations and management of all Zoning Development Officers and Zoning Technicians activities including all zoning related programs and policies, standards and metrics. The position has the responsibility to identify and implement quality assurance activities and measures, continuously seeking out process improvement opportunities in the processes and systems of the Branch. The Assistant Chief Zoning Officer is responsible for leading and directing a complement of highly technical personnel including the full scope of human resource management.
The Assistant Chief Zoning Officer administers all zoning related by-laws and regulations.

As the Assistant Chief Zoning Officer, you will:

  • Coordinate and lead Zoning Development Officers (ZDOs) with the application review process.
  • Be responsible for the training, development, and performance management of the ZDOs within the Branch.
  • Attend and contribute to various meetings/projects.
  • Contribute and monitor high profile/high complex applications.
  • Support and lead Development Planning and Zoning Field Officers.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Diploma in Civil Engineering Technology (specialization as architectural or structural) or an equivalent combination of education, training and experience.
  • Certified Engineering Technologist (C.E.T.) designation is an asset.
  • Supervisory Certificate is considered an asset.
  • Three (3) years’ direct supervisory experience including recruitment, progressive discipline, and managing workloads of junior staff.
  • Experience working within in a public service environment, including working with public officials and clients from the general public.
  • Experience interpreting City by-laws or legal descriptions.
  • Experience reading and interpreting construction plans, including interior and exterior projects.
  • Experience with the City’s permitting and zoning processes.
  • Experience with MS Office products (Word, Excel and Outlook).
  • Experience in the City’s current GIS environment and AMANDA is an asset.
  • Ability to convey by-law and property information to others associated with the work.
  • Ability to establish and maintain an effective working relationship with all levels of Civic Employees, elected officials and external stakeholders.
  • Ability to use MS products at an advanced level - Outlook, Word, Excel.
  • Ability to deal harmoniously and effectively with lawyers, architects, developers, contractors, and the general public.
  • Ability to read and interpret electronic maps.
  • Strong written communication skills including the ability to correspond and communicate in a professional manner to all levels of staff and applicant knowledge base
  • Strong verbal communication skills including the ability to conduct public presentations.
  • Strong organizational skills in order to meet multiple deadlines within a busy environment.
  • Conflict resolution skills including the ability to de-escalate volatile client interactions.
