Description:

The Assistant Deputy Chief (ADC) reports to the Deputy Fire Chief and oversees the training for all firefighters and recruits. The ADC will ensure that firefighters are trained on the Ontario Regulation 343/22 “Firefighter Certification.” The ADC is responsible for ensuring that training is developed and delivered that is in line with the relevant NFPA Professional Qualification standards (i.e. 1001, 1002, 1006, 1072, etc.) and to ensure that training meets the requirements of Section 21 Guidance Notes under the Occupational Health & Safety Act.
The ADC has shared responsibility of emergency response duties with the senior administrative team fire team. The ADC leads, supervises and manages the personnel at the North and South stations. In addition to this, the ADC also responds to emergencies after hours, on weekends and holidays as required.

Major Responsibilities of the Assistant Deputy Chief:

  • Training duties:
  • Under the direction of the Deputy Fire Chief, prepare, co-ordinate and deliver training to fire department staff members.
  • Assist the Deputy Fire Chief in preparing and maintaining all fire department training records.
  • Assist the Deputy Fire Chief in compiling and cataloguing all lesson plans, media presentations and training aids used by fire department staff.
  • Create and assist in the delivery of training programs to the Technical Rope Rescue Team and Water/Ice Rescue Team.
  • Assist administration in coordinating training schedules and subjects as well as assignments to other trainers.
  • Laisse with other fire department trainers to organize and assist with cooperative training initiatives between departments.
  • Equipment and Apparatus duties including:
  • Follow up and arrange for repairs to apparatus or equipment as needed
  • Assist the Deputy Chief with researching replacement equipment as part of the life cycle replacement program
  • Assist with minor repairs on apparatus or equipment at both stations
  • Assigning, arranging repairs for and keeping records of all department apparatus, equipment and communication devices.
  • Updating, maintaining and troubleshooting the fire department software program in consultation with the Information Technologist.
  • Emergency Response duties:
  • Respond to fires and other emergencies as required.

  • Ensure the department meets the requirements for the Exposure of Emergency Services Workers to Infectious Disease Protocol (2008)
  • Responds to the needs of the members due an infectious disease exposure.
  • Other duties as assigned.

Qualifications

  • Education:
  • NFPA 1001 Level 1 (certified or grandfathered)
  • NFPA 1001 Level 2 (certified or grandfathered)
  • NFPA 1021 Fire Officer 1 (certified or grandfathered)
  • NFPA 1021 Fire Officer 2 (certified or grandfathered)
  • NFPA 1041 Instructor 1 (certified or grandfathered)
  • Post Secondary education in a related discipline
  • Must possess and maintain a valid Ontario DZ Driver’s Licence.
  • Preferred candidate will have a minimum of 5 years experience as a municipal fire fighter, or shall be qualified as a Public Education Officer
  • A valid Standard First Aid certificate and a CPR level HCP (for Health Care Providers).
  • Experience in public fire safety education and inspections will be considered an asset.
  • Be self-motivated and enjoy working with the public.
  • Good working knowledge with respect to the Ontario Fire Protection and Prevention Act, the Ontario Building and Fire Codes, the Occupational Health and Safety Act, and all other applicable Federal, Provincial Acts and Regulations.
  • Must have experience demonstrating effective written and verbal communication skills.
  • Must have knowledge of computer software programs in a Windows and Microsoft Office environment.

Working Conditions

  • Work is performed in both an office environment and outside in a supervisory role on a 35 hour work week and is subject to responding to emergency calls.
  • This position may require adjusting hours for attendance at after hour meetings, training, etc.
  • Lieu time is capped at 70 hours annually.
